Sealed proposals for the Hamlin Middle School North System PRV Station for the Springfield Utility Board will be received by Cameron Hanes, Purchasing Representative for the Springfield Utility Board Water Division, 202 South 18th Street, Springfield, Oregon 97477 until the BID CLOSING at 2:00 PM, local time, on the 4th of May, 2016, at which time the bids will be publicly opened and read. No bids will be received after the BID CLOSING time. First-Tier Subcontractor Disclosure forms will be received at the above mentioned location and date, until 4:00 PM, local time.
AN MANDATORY PRE-BID MEETING for this project will be held at the project site, located at 326 Centennial Boulevard in Springfield Oregon 97477, on the 26th of April, 2016 at 1:30 PM to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract and to acquaint Bidders with the site conditions. Please enter the site from 5th and Moffit Street. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum.
Contemplated work consists of furnishing all labor, materials and equipment necessary for the following work:
All required sitework, piping improvements, electrical, mechanical and controls work; and all building tradeswork associated with building a new PRV (Pressure Relief Valve) station at the Hamlin Middle School site.
A. Construction of a concrete masonry unit building with metal roofing system, slab on grade concrete floors, and exterior concrete building apron.
B. Building shall be approximately 21′-4″ by 17′- 4″ and shall have a CMU wall height of 12′-0″ on the North and 14′-8″ on the South.
C. Construction of Exterior Architectural finishes of brick, metal wall panels, soffit, and precast element.
D. Construction of new water supply piping from existing valves to the facility and extend piping for future development outside of site asphalt driveway as indicated on drawings M1. Provide buried conduit and vault placement for power to the facility as indicated on E01.
E. Furnishing and installation of all other equipment and all services, materials and labor necessary for the complete PRV station, site piping, site grading, electrical, mechanical, controls, site restoration, and asphalt access drive, and miscellaneous site work. Furnishing and installation of lighting, heating, and reduced pressure valve assemblies in the Backflow Prevention Room is by others.

No proposal will be considered by the Springfield Utility Board unless the Bidder agrees to be bound by and will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted.
Special minimum experience qualifications apply to portions of this project. General Contractors (Bidders), I&C Contractors who are not already listed as pre-qualified by the Engineer shall submit to the Engineer a Request for Qualification complying in form and content to the requirements of the bid documents. The minimum qualifications and submittal requirements are specified in the Contract Documents. Requests for Qualification shall be presented to Engineer no later than 19th of April, 2016. All Requests for Qualification shall be sent directly to Lane Branch, P.E., Branch Engineers, Inc., 310 5th Street, Springfield, OR 97477, phone (541) 746-0637, FAX (541) 746-0389. PROPOSALS SUBMITTED BY A NON-QUALIFIED GENERAL CONTRACTOR (BIDDER) OR WITHOUT LISTING AN APPROVED I&C CONTRACTOR SHALL BE CONSIDERED NON-RESPONSIVE AND SHALL BE REJECTED. First-tier and other subcontractors must be accepted by Springfield Utility Board prior to the pre-construction meeting.
Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of Springfield Utility Board in an amount not less than 10 percent of the amount bid. The successful bidder will be required to furnish to Springfield Utility Board a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C.
Acceptance of bids and award of contract will follow procedures provided by ORS 279C and in accordance with all applicable Springfield Utility Board policies. Springfield Utility Board reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of Springfield Utility Board. Springfield Utility Board may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
