CALL FOR BIDS: NATIONAL AVENUE AT SALZER CREEK SCOUR
COUNTERMEASURES PROJECT

The City of Chehalis, Washington (herein called the “Owner”) invites bids for the construction of the NATIONAL AVENUE AT SALZER CREEK SCOUR COUNTERMEASURES PROJECT (FEDERAL AID NO. – BHM-5661(002)/ FEDERAL CONTRACT NO. – TA-5311). The proposed project provides for the reconstruction of scour repair and scour prevention measures including: channel grading, placement of rock protection around bridge foundations, streambed material, placement of large wood, and seeding/planting of native vegetation.
Sealed bids plainly marked “BID ENCLOSED – NATIONAL AVENUE AT SALZER CREEK SCOUR COUNTERMEASURES PROJECT” will be received at the office of the City Clerk, 350 N Market Boulevard, Room 101, Chehalis, WA 98552, until 1:30 p.m., local time, Monday, July 11 2016, then publicly opened and read aloud. The Contractor is subject to all requirements related to Federal Prevailing Wage Rates, State Prevailing Wage Rates, EEO, and Washington State Contracting Laws, etcetera. The Contract time for all work shall be Forty (40) working days.
The City of Chehalis, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin, or sex, in consideration for an award.
Plans and specifications will be available starting Saturday June 18, 2016. Informational copies of the plans and specifications are on file for inspection at the City of Chehalis Public Works office, 2007 NE Kresky Avenue, Chehalis, WA 98532, and at several regional plan centers.
Bid packages may be picked up at J2 Blue Print Supply Co. located at 8100 NE St. Johns Road, Suite B101, Vancouver, Washington on or after the hour of 10:00 a.m., Monday, June 20, 2016. Bid packages can also be obtained online at http:/www. j2b.com/bidset/, or by contacting J2 at (360) 696-1861. The fees for obtaining a bid package are non-refundable. Registration as a planholder is included with the purchase of a bid package and is required to obtain Contract Addenda.
All bid proposals shall be accompanied by a bid deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of the bid. Only properly executed bids submitted on the form furnished by the City will be accepted. All bidders are required to submit a list of subcontractors that will perform work on the project amounting to ten percent (10%) or more of the contract amount. Award will be based on the total bid. The City Council reserves the right to accept or reject any or all bids or waive any defects therein.
