NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Kalama, 195 North First Street, Kalama, Washington 98625, by mail or hand delivery, no faxed or emailed bids will be accepted. All proposals must be received by 11:00 a.m.; local time on Friday, August 5, 2016. The bid opening will take place at 11:05 a.m. at City Hall.
Bids will be received for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the City Wide Pavement Preservation Project.
Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals shall be accompanied by a certified check, cashier’s check, money order, or bid bond payable to the “City of Kalama” and in an amount of not less than five percent (5%) of the total amount bid. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Kalama.
Contract Provisions and Contract Plans may be examined at the office of the City of Kalama, local plan centers in the project area, or the office of the Project Engineer, Gray & Osborne, Inc. Licensed Contractors and Material Suppliers may obtain a copy of the Contract Provisions and Contract Plans, free of charge, in electronic format (PDF on compact disk(s)) along with registration as a planholder only at the Seattle office of the Project Engineer, Gray & Osborne, Inc., 701 Dexter Avenue North, Suite 200, Seattle, WA 98109, (206) 284-0860. Registration as a planholder is required to obtain Contract Addenda. Contract questions shall be directed only to the office of the Project Engineer.
The City of Kalama, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 262, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
This project is funded by FHWA federal funds and City funds. This project includes a 9 percent mandatory DBE goal. The City reserves the right to waive any formalities or to reject any or all bids.
