BID 1.1 NOTICE TO BIDDERS
Sealed bids will be received by Kelly Morse, City Recorder of City of Redmond at City of Redmond, City Hall, 716 SW Evergreen, Redmond, Oregon 97756- 0100, until 2:00 PM, Prevailing Local Time, Thursday, August 4, 2016 for the construction of the Central Oregon Interagency Dispatch Center. Bids shall be clearly labeled: CENTRAL OREGON INTERAGENCY DISPATCH CENTER. Description: In general the project consists of a new 1-story building located at Roberts Field adjacent to the current location of other USFS facilities. The building will be constructed/owned by the Redmond Airport and leased to the US Forest Service. The preliminary program for the facility calls for approximately 7,044 SF of office and support areas area to be used by the USFS for their Dispatch and Detection work as a part of their larger fire-fighting effort. The site work consists of 35 parking spaces with overflow parking, connections to existing utilities located on the site, a 100 foot antenna tower with ice bridge, and landscaping. Construction will be completed by May 2017.
The bids will be publicly opened and read aloud in Conference Room “A” of the Redmond City Hall at 2:00 PM, Thursday, August 4, 2016. 1st Tier Subcontractor Disclosure Statements are due at 4:00 PM on, or before, Thursday, August 4, 2016 in order for bids to be considered for award. Bids received after the time fixed for receiving bids cannot and will not be considered. Bids for which the 1st Tier Subcontractor Disclosure Statement is not received by the time fixed cannot and will not be considered. The work for this project shall be executed under a single general construction contract. Only bids submitted in writing on the Bid Form supplied with the Bidding Documents will be considered.
A MANDATORY pre-bid conference and project site-visit will be held on Thursday, July 21, 2016 at 2:00 pm, Prevailing Local Time at the project site located at 1605 SE Ochoco Way (corner of SE Sisters Ave and SE Ochoco Way) in Redmond, OR, rain or shine. The purpose will be to answer any questions bidders may have, review the scope of work, tour the site, and to consider any suggestions Bidders wish to make. The conference is held for the benefit of bidders.

1.3 PREVAILING WAGES
No bid will be received or considered unless the Bid contains a statement by the bidder, as part of the bid, that “Contractor agrees to be bound by and will comply with the applicable provisions of 279C.838, 279C.840.
1.4.1 BID SECURITY
No bid will be considered unless accompanied by bid security in the form of a certified or cashier’s check, irrevocable letter of credit or surety bond executed by a State-licensed surety company, payable to City of Redmond in an amount equal to ten percent (10%) of the Base Bid together with all additive alter nates. No interest will be paid on bid security. Return or retention of bid security shall be subject to the provisions of ORS 279C.385.
1.4.2 REQUIREMENT FOR CONTRACTOR LICENSING
Pursuant to ORS 279C.365, no bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.
1.4.3 REJECTION OF BIDS Pursuant to ORS 279C.395, City of Redmond may reject any bid not in compliance with all prescribed bidding procedures and requirements and may reject all bids if, in the judgement of the City Counsel, it is in the public interest to do so. No bidder may withdraw its bid after the hour set for the opening thereof and before award of the Contract, unless award is delayed beyond thirty (30) days from the bid opening date.
