PLAN AMENDMENTS

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission at or shortly after 6:30 p.m., on Wednesday, August 24, 2016 in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro. At the hearing, the Planning Commission will consider proposed text amendments to the Hillsboro Comprehensive Plan, Ordinance No. 2793, as amended, and the Transportation System Plan Update (January 2004), as amended, to include an extension of NE Hidden Creek Drive with two travel lanes, bike lanes and sidewalks from NE 47th Avenue to NE 53rd Avenue, classified as a Collector street. Existing NE 47th Avenue to Ihly Way would remain at 2 traffic lanes; improvements would include the addition of bike lanes, sidewalks, and a box culvert, also classified as a Collector street.

The public hearing on these proposed amendments was originally opened in April 2014. After several public meetings, the Planning Commission decided to table this item indefinitely for further evaluations and analysis due to the need to further refine the options to consider the safety needs of emergency responders, public access, and the public testimony received. City Staff has since conducted a full analysis of the travel demand modeling and street design options that included evaluations of various alignments, modeling and design scenarios along with associated costs and funding options. The Planning Commission at their regular meeting on October 28, 2015 to remove this item from the table and schedule the public hearing for November 10, 2015. The public hearing on November 10, 2015 was postponed for further staff review. The Planning Commission at their regular meeting on July 27, 2016 untabled this item a second time and rescheduled the public hearing for August 24, 2016.

The proposed amendments to the Hillsboro Comprehensive Plan are to map Figures 13-5, 14-1, 14-1a, 14-2, 14-4, 14-7. The proposed amendments to the Transportation System Plan would amend tables 4-7, 4-10, 4-11, 4-13 and map Figures 1-2, 1-3, 1-5, 1-6, 1-9. The procedures by which Transportation System Plan and Comprehensive Plan amendments are processed can be found in the Hillsboro Comprehensive Plan, Section 1 (IV). The staff report on this matter will be available on Tuesday, November 3, 2015 at 4:00 p.m. The staff report, relevant materials, and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 East Main Street, 4th floor, Hillsboro, Oregon. The Comprehensive Plan may also be viewed online at www.hillsboro-oregon.gov/Planning.

All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: staff report; proponents; opponents; and Staff’s response. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at the address shown above, on or before the hearing date. Telephone conversations cannot be accepted as testimony. Please reference the Case File No. on all written testimony.

Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
