INVITATION TO BID: 2017 PRESERVATION ADA RAMP IMPROVEMENTS (GROUP 1)

Notice is hereby given that sealed bids will be received by Clark County, Washington until 1:50 P.M. on October 18, 2016 for: CRP No. 362022, 2017 Preservation ADA Ramp Improvements (Group 1).
Sealed bids shall be delivered to the office of Clark County Purchasing, Public Service Center, 1300 Franklin Street, Suite 650, Vancouver, Washington 98660 (or P.O. Box 5000, Vancouver, WA 98666-5000). Bids delivered to locations other than as indicated above or received after the time indicated above will not be accepted. Bids will be publicly opened and read aloud at 2:00 P.M., or as soon thereafter as possible, on the same day in the Hearing Room of the Board of County Councilors, 6th Floor of the Public Service Center.
Description of work: Improve sidewalks and ADA ramps, including curb and pavement restoration, at various locations in Clark County.
Primary bid items: Crushed Surfacing Base Course; Commercial HMA; Cement Conc. Traffic Curb and Gutter; Cement Conc. Pedestrian Curb; Cement Conc. Curb Ramp; Cement Conc. Sidewalk; Detectable Warning Surface; Traffic Signal System.
Bid documents can be viewed, downloaded, or purchased on the Builders Exchange of Washington (BXWA) website www.bxwa.com (Posted Projects, Public Works, Clark County and Projects Bidding). Bidders are encouraged to “Register as a Bidder” in order to receive automatic email notification of future addenda and to be placed on the Bidders List. Electronic and paper copies of bid documents are not avail able from Clark County.
It is the sole responsibility of the Bidder to obtain Addenda, if any. Such information may be obtained from the Builders Exchange of Washington (BXWA) web site, www.bxwa.com (Posted Projects, Public Works, Clark County and Projects Bidding). Clark County accepts no responsibility or liability and will provide no accommodation to bidders who fail to check for addenda and submit inadequate or incomplete bids.
Questions and requests for clarification must be submitted using the electronic “CRP Inquiry Submittal Form” located on the County website, https://www.clark.wa. gov/general-services/public-works-roads-parks-clean-water-projects. Responses will be posted on the project’s “Bid Inquiry Log”.
All bids must be submitted on the forms provided in the bid documents. Bids must be submitted in a sealed envelope with the Bidder’s company name, project title, project number, bid opening date, and “SEALED BID” clearly marked on the outside of the envelope. Bids submitted by FAX or email will not be accepted.
Each bid proposal must be accompanied by a bid deposit in the form of a certified check, cashier’s check, or proposal bond in an amount of at least five percent (5%) of the total bid. Should the successful bidder fail to enter into a contract and furnish a satisfactory contract bond, the bid deposit shall be forfeited to Clark County.
The County reserves the right to waive informalities in the bidding, reject any or all bids, or cancel the bid if the best interests of Clark County are not served.
