NOTICE OF PUBLIC HEARING CITY OF PORTLAND, OREGON PROPOSED EXEMPTION FROM COMPETITIVE PROCESS The City of Portland, Oregon, has scheduled a public hearing on Thursday, February 13, 2020 as part of the regularly scheduled City Council Meeting, in the Council Chambers at 1221 SW Fourth Avenue, Portland, Oregon, 97204 to hear public comments on a recommendation by Procurement Services and Portland Bureau of Transportation (PBOT) to exempt the Rose Lane Phase II Project (Project) from the requirements of competitive bidding under ORS Chapter 279C and City Code Chapter 5.34, and to utilize an alternative competitive solicitation process. The exemption will allow the City to pursue a Request for Proposals process to select a Progressive Design-Build Contractor for the Project. The project involves enhancing existing streets and corridors to improve transit performance and safety. The cost for the construction of the Project is estimated between $7,000,000 to $10,000,000.
