CITY OF COLUMBIA CITY BACKFLOW ASSEMBLY TESTING Proposals due: March 13, 2020 @ 5:00 pm REQUEST FOR PROPOSALS NOTICE IS HEREBY GIVEN that PROPOSALS will be accepted at the City of Columbia City, Attention Michael McGlothlin, 1840 Second Street, PO Box 189, Columbia City, Oregon, until 5:00 p.m., Friday, March 13, 2020. The City of Columbia City is seeking a company qualified to test approximately 410 backflow assemblies that the City of Columbia City owns. The City adds approximately 10 backflow assemblies to the system per year. This proposal includes retesting after any necessary repairs have been made. The proposals shall be marked: BACKFLOW ASSEMBLY TESTING The Request for Proposal specification may be viewed or printed on-line from the City of Columbia City web site at www.columbia-city.org, then click on the Backflow Assembly Testing RFP link in the middle of the home page. Viewers are responsible for checking this web site for the issuance of any addenda prior to submitting a proposals. The proposer will be considered non-responsive if their bid does not reflect those addendas/changes. Technical questions regarding the project should be directed to Micah Rogers at 503-366-0454. Questions related to the contract should be directed to Michael McGlothlin at 503-397-4010. Any clarifications or revisions will be addressed and issued in addenda; City must receive request for changes (5) five days prior to the proposal date. Award protest shall be made within (5) days prior to the proposal date and will be made in accordance with ORS 279B.400 thru ORS 279B.425. The protest will be marked BACKFLOW ASSEMBLY TESTING and addressed to City of Columbia City, Attention: Michael McGlothlin, and sent or delivered to the above specified address. The City of Columbia City may reject any proposal not in compliance with all prescribed public proposal procedures and requirements, and may reject for good cause any or all proposals in accordance to ORS 279B.100. The City reservices the right to select the contract on the basis of the proposals or the proposals, whichever is determined to best serve the needs of the City.
