ORDINANCE NO. 943 AN ORDINANCE AMENDING THE MADRAS DEVELOPMENT CODE; AUTHORIZING APARTMENTS IN THE PLANNED RESIDENTIAL DEVELOPMENT (R-3) AND MEDICAL OVERLAY (MO) ZONES; AMENDING OTHER PROVISIONS FOR MULTI-FAMILY DWELLINGS; AND DECLARING AN EMERGENCY.
