TA2019-0004 HOME TESTING TEXT AMENDMENT

NOTICE IS HEREBY GIVEN that at 6:30 PM on WEDNESDAY, APRIL 8, 2020, the Planning Commission of the City of Beaverton will initially consider the application described below. The Planning Commission will meet at the Beaverton Building located at 12725 SW Millikan Way, Beaverton, Oregon, in the Council Chambers. The City of Beaverton has declared a State of Emergency due to COVID-19 and the Community Development Division is closed to the public until further notice. The Community Development Department is evaluating temporary changes to processes and procedures to respond appropriately to the COVID-19 State of Emergency, and is committed to ensuring that the land use review process continues to fulfill the requirements of state and local law while protecting the health and wellbeing of the community. TA2019-0004 HOME TESTING TEXT AMENDMENT The applicant, Columbia Construction Management, proposes to amend the Beaverton Development Code (BDC) to allow home testing of consumer electronic products with the City of Beaverton’s Residential zoning districts R1, R2, R4, R5, R7 and R10. The proposed new use includes testing pre-released home electronic products for performance in detached dwellings before the product is released to the open market. The proposed text amendment adds a definition of home testing of consumer electronic products to Chapter 90 and adds use restrictions to Chapter 20 of the BDC. The approval criteria for the Text Amendment are found in Section 40.85.15.1.C. of the Development Code. You may request a copy of the staff report and all other documents from the project planner, Sierra Peterson at speterson@beavertonoregon.gov. During this State of Emergency, staff strongly encourages you to submit any testimony, comments or questions in writing to the city, by mail or by email to the project planner. All correspondence submitted before 4:30 pm on April 1, 2020 (7 days prior to the Planning Commission hearing date) will be included in the Staff Report provided to Planning Commission in advance of the hearing date. All written testimony provided within 7 days prior to the meeting will be provided to Planning Commission prior to their decision. The staff report and draft text will also be available on the City’s public web site at http://apps2.beavertonoregon.gov/DevelopmentProjects/full_list.aspx Staff strongly encourages you to participate in the public process by reviewing documents online and viewing the public meeting at https://www.beavertonoregon.gov/291/Agendas-Minutes. The City may implement online and/or phone-based tools for submitting oral testimony at Planning Commission meetings. If you do not have the technology to view documents, watch, or participate in the meeting, please contact the project planner for additional support. Failure to raise an issue prior to or at the Planning Commission hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the City Council an opportunity to respond to the issue precludes appeal to a court of competent jurisdiction on that issue.
