CITY OF LAKE OSWEGO ROEHR PARK TRAIL AND BRIDGE REPLACEMENT Bids due: May 5, 2020 @ 2:00 pm INVITATION FOR BIDS WORK ORDER # 283 Sealed Bids for Work Order # 283, Roehr Park Trail and Bridge Replacement for the City of Lake Oswego will be received by the City’s Project Manager, Bruce Powers at the Lake Oswego Parks and Recreation Office, 17525 Stafford Road, Lake Oswego, Oregon, 97034 until 2:00 p.m., local time, Bid Closing Time on Tuesday, May 5, 2020, and then will be publicly opened and read through digital means. An email link will be provided to all bidders. Bids will not be accepted after the Bid Closing. Bidders must submit a Bid security to the City along with their Bid in an amount equal to ten percent (10%) of their Bid. SCOPE OF WORK: The work consists of replacing and regrading approximately 1600 lineal feet of an asphalt paved trail, removal of trees, removal of three small wood bridges, construction of one new pre-fab wood bridge, and the installation of several culverts and the relocation of signs. Landscape will include native seeding and some plantings along a short section of the trail where a new Envirolok wall system will be constructed. Project Substantial Completion shall be 165 days from Notice to Proceed and Project Final Completion shall be (15) days from Substantial Completion. The City will investigate and determine the qualifications of the apparent low Bidder as part of its evaluation of the lowest responsive Bid. The Contract will be for a Public Works/Public Improvement project subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870. Because the City’s estimate of contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time, on the date for receipt of Bids.
