WASHINGTON COUNTY, OREGON LIGHT HOME REPAIR (SCOPE 1) AND CHORE SERVICES (SCOPE 2) Bids due: April 28, 2020 @ 11:00 am INVITATION TO BID (NO. 2020.013B) Washington County Disability, Aging, and Veteran Services (WCDAVS) is requesting sealed bids for an up to five-year contract for light home repair (Scope 1) and chore services (Scope 2). WCDAVS intends to issue contracts to multiple contractors for these services as the need can be time sensitive. Scope 1 – Home Repair: provide home maintenance, repair, and modification services to the homes, including mobile and manufactured homes, of homeowner residents of Washington County. Typical jobs: Install grab bars is most common, building ramps, installing/fixing toilets, widening doorways, repairing/replacing doors, fixing bathroom/kitchen leaks, fixing/installing bathtubs. Requirements: Current CCB license & insurance; Training in ADA standards and compliance; Comply with Oregon State background check requirements (these requirements are detailed in the solicitation). Scope 2 – Chore: provide a range of Housing Support Services necessary to assist seniors and persons with disabilities to improve their living conditions in the community. Individuals served by this contract may have physical, cognitive and/or emotional impairments, poor personal hygiene habits, and may also have excess filth and extreme clutter in their homes that falls under the category of hoarding behavior and/or squalor syndrome. Typical jobs: Decluttering homes, organizing boxes/paperwork, moving help, deep cleaning of homes, some biohazard issues. Requirements: Training in ADA standards and compliance; Comply with Oregon State background check requirements; Training and certification in handling biohazardous substances, if applicable; Certificate of Authority from ODOT, as applicable, for moving of client goods. Bidders may bid on either scope or both; there is no penalty for bidding only one scope. Bids must be received by 11:00 A.M., Thursday April 28, 2020 in the Washington County Purchasing Division Office, 1890 Building, 180 East Main Street, Suite 226, Hillsboro, OR 97124. Bids will be opened immediately thereafter. Bids received after the designated time and date, per the official bid clock located in Purchasing, will be returned unopened. A copy of the Invitation to Bid document is posted on the Oregon Procurement Information Network (ORPIN) at http://orpin.oregon.gov. Solicitation documents can be viewed and downloaded from the ORPIN site. Bid documents may also be requested directly from the County at www.washcopurch.com. Bidders are responsible for checking the ORPIN site or checking with the County for any addendums before submitting their bids. Estimated annual expenditure is just under $30,000 for each Scope. The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Bids must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. Bidders are solely responsible for ensuring receipt of their bid by the Purchasing Division. Bidders must conform to the requirements of these solicitation documents and all related, applicable laws.
