Public Notice City of Troutdale Notice of Receipt of Ballot Title Notice is hereby given that a ballot title for an initiative petition has been filed with the City’s Election Official on June 8, 2020. The City Attorney has determined that the prospective initiative petition complies with the constitutional requirements. The ballot title is as follows: CAPTION: Amends charter; city officers elected by preference rating STAR voting QUESTION: Shall charter be amended requiring city officer elections using STAR (Score Then Automatic Runoff ) voting, a two-step tallying process? SUMMARY: Measure amends city charter, requires Score Then Automatic Runoff (STAR) voting procedures for mayor and city councilor elections. Ballots must explain STAR voting and state how many seats will be filled from each candidate group. Prohibits political party affiliation in petition, declaration and ballot. Permits voters to score candidates in order of preference from zero (worst) to five (best). Allows same score number for multiple candidates. Ballots tallied twice to determine winner. In scoring round, the scores for each candidate are added together. Blanks count zero. For example, scores of five and three total eight.
