WASHINGTON COUNTY, OREGON TRANSPORTATION RELATED ASSET MANAGEMENT SYSTEM Proposals due: July 10, 2020 @ 3:00 pm REQUEST FOR PROPOSALS (NO. 2020.061P) The Land Use and Transportation Department of Washington County, Oregon (DLUT) is requesting proposals from qualified firms to provide a transportation related asset management system. Identified below are the Pass/Fail requirements included in the Functional Requirements for the requested solution: — All Solutions: County controls Change Management including patching and updates — On Premise Components: component runs on Microsoft SQL Server 2012 or above — On Premise Components: component runs on County’s existing VMWare environment on Windows Server 2012 or above virtual machines — All Solutions: County maintains ownership of and access to all data — On Premise Components: Vendor’s desktop application client, if applicable, is compatible with Windows 10 Pro — Cloud Components: Vendor will participate in and successfully pass a Washington County Information Technology Services Software as a Service review The intent of this RFP is to acquire both an Asset Management System and professional services relating to its installation, conversion, migration, training and implementation. The County is looking for an agreement with a single vendor who can provide a turnkey solution with preconfigured software that will meet the complete range of functionality and related services and will be a long-term, stable partner with the County into the future. This is a multi-tiered proposal process. The first Tier of the proposal process response must be submitted electronically prior to 3:00 pm Friday July 10, 2020 on the County’s electronic solicitation portal at ProcureNow. Proposals will not be accepted after the designated time and date, per the official bid clock within the ProcureNow procurement system. The County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all proposals upon a finding by the County it is in the public interest to do so. A copy of the Request for Proposal document is posted on ProcureNow. Proposal documents can be viewed and downloaded from the site. The County’s electronic solicitation portal can also be accessed at www.washcopurch.com. Proposers are responsible for checking the site for any addendums before submitting their proposals. The Washington County Board of Commissioners reserves the right to reject any and all proposals and to waive any and all informalities in the best interest of the County.
