METRO PARKS AND NATURE DESIGN AND ENGINEERING SERVICES FOR NE MARINE DRIVE AND BLUE LAKE PARK TRAILS Proposals due: July 29, 2020 @ 2:00 pm REQUEST FOR PROPOSALS RFP 3852 The Parks and Nature Department of Metro, a metropolitan service district organized under the laws of the State of Oregon and the Metro Charter, located at 600 NE Grand Avenue, Portland, OR 97232-2736, is hereby requesting proposals for Design, Engineering and Construction Administration services for two regional trail segments of the 40-Mile Loop along NE Marine Drive and Blue Lake Regional Park. Sealed bids are due no later than 2:00 p.m., July 29, 2020, on the BidLocker website, link included in RFP document. A voluntary pre-bid conference for all potential prime contractors is scheduled on July 15, 2020, at 2:00 pm via an online Zoom meeting, link to meeting in RFP document. Interested sub-contractors are also invited. The two trail segments are part of the 40Mile Loop Trail system, planned to encircle the Portland area as a recreation trail for pedestrian, bicycle and other nonmotorized uses. NE Marine Drive Segment This trail segment will be located on the south side of the Drainage District levee from NE 185th Ave. east to NE Interlachen Lane. Blue Lake Park Trail Segment This is an existing segment of regional trail that is located in Metro’s Blue Lake Regional Park, The trail segment and asphalt surfacing is in disrepair, having suffered tree root damage from adjacent cottonwood trees. The trail needs to be repaired and constructed to current regional trail design standards. Bidding documents/RFP documents can be viewed and downloaded from the Oregon Procurement Information Network (ORPIN) at http://orpin.oregon.gov/open.dll/. Metro may accept or reject any or all bids, in whole or in part, or waive irregularities not affecting substantial rights if such action is deemed in the public interest.
