CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: CU-003-20 REED’S CROSSING PHASE 1C ELEMENTARY SCHOOL NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission, through a Zoom virtual meeting at or shortly after 6:00 p.m., on Wednesday, October 14, 2020. At this hearing, the Planning Commission will consider a request for Conditional Use approval to allow construction of a new elementary school located within the Reed’s Crossing Planned Unit Development (PUD) on the west portion of the site, which is approximately 8.12 acres in size. The proposed 2-story school building is approximately 73,700 square feet and will have 22 classrooms for approximately 600 students. This request includes a consolidated Development Review application with three Major Adjustments for detailed review of the proposed building. The adjustments would 1) allow the staff parking area along SE Reed Drive to be located closer to the SE Reed Drive right-of-way, 2) allow one entry along the SE Kinnaman Street faade where two are required, and 3) allow the main secured entry to be oriented to the north side of the building. Site improvements include covered and uncovered play areas, a lighted sports field, two parking areas with approximately 71 parking spaces with separate bus and parent drop off, stormwater facilities, and landscaping. The property owner is GLC South Hillsboro, LLC, and the applicant is Hillsboro School District 1J, represented by Mimi Doukas, AKS Engineering & Forestry. The subject property is specifically identified as a portion of Tax Lot 2000 on Washington County Assessor’s Tax Map 1S2-11 and is generally located north of SE Kinnaman Street, south of SE Blanton Street, east of SE Reed Drive, and west of SE Cornelius Pass Road The applicable criteria for this consolidated application are included in Sections 12.80.020 and 12.80.040 of the Community Development Code (CDC) and in Sections 12.80.156 and 12.80.158 for Major Adjustments. The staff report on this matter will be available on Wednesday, October 7, 2020 at 4:00 p.m. The staff report, application materials, and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Civic Center, 150 E Main Street, 4th floor, Hillsboro, Oregon. During the public hearing, the Planning Commission President will read the list of those who pre-registered. When the President calls your name, you will have three minutes to speak. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant.
