CITY OF HILLSBORO NOTICE OF PUBLIC HEARINGS CASE FILE NO.’S: AN-006-20 & ZC-006-20 KAUTZ NOTICE IS HEREBY GIVEN that two public hearings will be held before the Hillsboro City Council through a Zoom virtual meeting at or shortly after 6:00 p.m., on Tuesday, November 3, 2020. At the first hearing, the City Council will consider an application for annexation of one property approximately 1.19 acres in size into the City Limits of Hillsboro. The purpose for annexation is to obtain City water service. The second hearing is for a City-initiated Zone Change to apply the City’s SFR-7 Single Family Residential Zone with Regulatory Floodplain and Significant Natural Resources Overlays upon annexation. The property is currently zoned County R-9 Residential. The subject property can be specifically identified as Tax Lot 3600 on Washington County Assessor’s Tax Map 1N3-25DB, and is generally located south of NW Hornecker Road, north and east of NW McKay Creek, and west of NW Connell Avenue. The property is owned by Sheilah and Gregory Kautz. The applicable criteria for an Annexation are listed in Metro Code Chapter 3.09.045 and 3.09.050 and Section 12.80.010 of the Community Development Code (CDC). The applicable criteria for a Zone Change are listed in CDC Section 12.80.160. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopmentcode or in the Planning Division office. Annexation of the properties would also include its withdrawal from Tualatin Valley Fire and Rescue District and the Washington County Enhanced Sheriff’s Patrol and Urban Road Maintenance Districts and annexation into the Clean Water Services District. The Annexation staff report will be available on Monday, October 19, 2020 at 4:00 p.m. and the Zone Change staff report will be available on Tuesday, October 27, 2020 at 4:00 p.m. While these staff reports will be available prior to being posted on the City’s website, you may contact Sarah Bruce, at sarah.bruce@hillsboro-oregon.gov to request copies of the staff reports. The complete application, staff reports, and all related criteria will be available at https://hillsboro-oregon.civicweb.net/Portal/ on October 29, 2020. All interested persons are invited to attend this virtual Zoom meeting and will be given an opportunity to be heard concerning the proposal. Testimony can be provided during the meeting via teleconference or submitted in writing prior to the meeting. Written Testimony: Email aubrey.minear@hillsboro-oregon.gov before 8 am on Tuesday, November 3rd to provide written testimony. The agenda packet will be updated after 8 am with the testimony received via email. Teleconference Testimony: Pre-register to speak during the public hearing by providing your name and phone number, or Zoom name, to the City Recorder’s Office before 8 am on Tuesday, November 3rd. Information on how to join the Zoom virtual meeting will be given at this time. During the public hearing, the Mayor will read down the list of those who pre-registered. When the Mayor calls out your name, you will have three minutes to speak. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. General comments, requests and inquiries, not related to the public hearing, can be emailed to council@hillsboro-oregon.gov Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
