PUBLIC NOTICE Notice is hereby given that the Estacada Planning Commission will hold a public hearing on Thursday, November 19, 2020, beginning at 7:00 pm in the Estacada City Council Chambers, Estacada, Oregon, to consider the following applications: To prevent the spread of COVID-19 and protect our community, the City of Estacada will be holding public meetings virtually. Everyone is encouraged to attend online or by phone. Written testimony must be submitted by 4:00 pm to the City Recorder on the date of the meeting. The applicant, Calvary Chapel c/o Carlos Martinez, is requesting conditional use approval to locate a church at a property described as Tax Lot 34E29AA 2500. The subject property, 360 S Broadway Street, is located in the Downtown Zone, where churches are permitted with conditional use approval by the Planning Commission per EMC 16.26.030(A). This application is subject to the approval criteria in Estacada Municipal Code chapters 16.88 and 16.26 and applicable policies in the Estacada Comprehensive Plan. The Planning Commission’s decision at the November 19, 2020, 7:00pm public hearing may be appealed to the City Council within 15 days of signed findings. Ordinance #2020-004. An ordinance amending Title 16 – Development of the Estacada Municipal Code, Chapter 16.38 Outdoor Commercial, to allow the Planning Commission to extend the maximum number of days that a campground unit may be rented to the same person(s). Upon recommendation by the Planning Commission, a final public hearing will be held by the City Council on Monday, December 14, 2020, at 7:00pm. Zone Change #2020-01-ZC. The applicant, Alan Rademacher, is proposing a zone change of their property described as Tax Lot 34E17 2401 from its current M-1 Light Industrial designation to the O-C Outdoor Commercial zone. This application is subject to the approval criteria in Estacada Municipal Code chapters 16.101, 16.128, and 16.74.030(B)&(C) and applicable policies of the Estacada Comprehensive Plan. The Planning Commission will forward a recommendation to City Council, who will hold a public hearing on Monday, December 14, 2020, at 7:00pm. Variance #2020-03-VAR. The applicant, Jeremiah Hansen, is requesting a variance to reduce the front yard setback required in the R-1 Zone from 20′ to 5′ at the subject property, 120 W 1st Avenue, described as Tax Lot 34E20DD 8400, whose topography presents unique challenges that may prevent the site’s development without a variance. This application is subject to the approval criteria in Estacada Municipal Code chapters 16.16 and 16.100 and applicable policies of the Estacada Comprehensive Plan. The Planning Commission’s decision at the November 19, 2020, 7:00pm public hearing may be appealed to the City Council within 15 days of signed findings. Anyone wishing to present written testimony on this proposed action may do so in writing prior to or at the Public Hearing. Testimony and evidence must be directed toward the applicable approval criteria or other criteria, which a person believes to apply to the decision. Failure to raise an issue in a hearing, in person, or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal of the Commission’s decision based upon that issue. A copy of the application and applicable criteria is available for inspection at no cost in the City Recorder’s Office at City Hall. Copies of the document will be provided at reasonable cost. A copy of the City’s staff report will be available for inspection at no cost at least seven days prior to the Public Hearing.
