The contract consists of the following major items: Grading, Drainage, Structures, Paving, Signing, Illumination and Roadside Development Complete all work to be done under the Contract, no later than October 31, 2021. The Classes of Work are Earthwork and Drainage, Asphalt Concrete Paving and Oiling, and Electrical and Signing. Attention is called to all provision of the Oregon Revised Statues – Chapters 279A, 279B & 279C, Public Contract and Purchasing, and the Multnomah County Public Contracting Rules. Multnomah County may reject any bid not in compliance with prescribed public contracting procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency that is in the public interest to do so. The DBE goals percentage for this project is 10%. A requirement of 1,080 hours of On the Job Training (OJT) has also been established. The project is subject to the DBE policy statement as cited in 49 CFR 26. The DBE is subject to commercially useful function (CUF) requirements. When a DBE participation goal has been assigned on a contract, the contractor and subcontractor must comply with the commercially useful function (CUF) provisions. The CUF provisions require that the DBE actually perform, manage, and supervise all assigned responsibilities. Where on-the-job training (OJT) participation goals have been assigned, the contractor must comply with the relevant special provision requirements. Additionally, the contractor and subcontractor are subject to contract wage and equal employment opportunity (EEO) work force composition requirements contained in the affirmative action special provisions of each contract 23 USC 140 EEO requirements. All bidders are notified that the DBE will be afforded full opportunity to submit bids in response to invitations to participate in any contract entered into pursuant to this advertisement.
