Clackamas County intends to amend its 2017-2021 Consolidated Plan in the following manner: Program Year 2019-2020 (2019 Action Plan) DevNW Cottage Cluster land purchase (2019/0007) Funding to purchase one or more vacant parcels of land to be developed with clusters of affordable, modestly-sized cottage and trust houses for low income homebuyers. To help offset the site system development charges, $100,000 of additional funding from the Contingency funds will be added to the $227,000 project budget. The new total will be $327,000. No other projects will be impacted by this change. Program Year 2020-2021 (2020 Action Plan) Love INC. Facility For Homeless Services (2020/12). This project is cancelled. Funding to build a centralized hub to increase accessibility and effectiveness of resources and support for an increasing number of low income households in Clackamas County. $450,000 of CDBG funds planned for this activity will be reprogrammed to the Contingency fund. WeBUILT 2 Property Purchase in Clackamas. This project had been planned for the 2021 program year. This will be a new project for the 2020 program year. The project is to purchase property adjacent to the WeBUILD housing project in North Clackamas to build a training facility or 8 larger living units for disabled persons with job development activities matching veteran mentors to disabled persons desiring work. The project budget will remain $245,000. No other projects will be impacted by this change. Estacada Community Center HVAC Project. This project had been planned for the 2021 program year. This will be a new project for the 2020 program year. The project would replace 6 aged all-in-one Heat Pumps located on roof of Estacada Community Center. $66,400 of contingency funds will be moved to the 2020 program year to fund this project. No other projects will be impacted by this change. Optional Emergency Assistance (2020/0010). This project had been planned for the 2020 program year. The project provides for Emergency Assistance public services to individuals or agencies for emergency assistance due to a fire, landslide, snowstorm, flood or other such emergency. Contingency funds of $60,000 will be added to the original budget of $20,000 for a new total of $80,000. No other 2020 program year projects will be impacted by this change.
