CITY OF WILSONVILLE INDUSTRIAL WASTEWATER PRETREATMENT PROGRAM NOTICE OF INDUSTRIES IN SIGNIFICANT NON-COMPLIANCE The City of Wilsonville’s Industrial Pretreatment Program is a component of the Clean Water Act and protects the City’s wastewater treatment system, the health and safety of workers at the treatment plant and in the sewer lines, as well as the Willamette River. Federal regulations mandate the establishment of the pretreatment program which includes the issuance of Wastewater Discharge Permits to significant industrial users of the wastewater treatment system. According to federal regulation 40 CFR 403.8(f)(2)(viii) the City is required to publish at least annually a report of industries that have significantly violated applicable wastewater discharge standards. The following violations occurred during the previous 12 months: Company: Coffee Creek Correctional Facility 24499 SW Grahams Ferry Road Wilsonville, OR 97070 Violation: Failure to properly operate and maintain a pretreatment facility. Discharge violation for grease. Action: The City issued a Consent Order with a compliance timeline including conditions to reimburse the City in the amount of $6,001.73. Coffee Creek Correctional Facility has been fully cooperative and has completed all tasks in the Consent Order. Company: Photo Solutions Inc. 9025 SW Hillman Court Suite 3120 Wilsonville, OR 97070 Violation: Discharge limit violation for silver Action: The City issued a Notice of Violation September 1, 2020 and increased Photo Solutions Inc.’s monitoring for silver. Photo Solutions Inc. has been fully cooperative, and is in the process of addressing silver issues through changes in pretreatment equipment. Publish January 7, 2020 WS188588
