CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: PUD-003-20 REED’S CROSSING PHASE 3 NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission, through a Zoom virtual meeting at or shortly after 6:00 p.m., on Wednesday, March 10, 2021. At this hearing, the Planning Commission will consider a request for concept plan and preliminary plat approval for Phase 3 of the approved Reed’s Crossing Planned Unit Development (PUD), (Case File No.: PUD-006-15). This request consists of a consolidated application that includes (1) PUD Concept Plans for the 60.63-acre site, (2) a Subdivision application for 502 single-family residential lots, (3) a Development Review application for the attached residential units, Accessory Dwelling Units (ADUs), a new architectural plan for detached, single-family with shared side yards, and stockpiles, and (4) a Conditional Use for the neighborhood park and the portion of the Bonneville Power Administration (BPA) corridor park. The applicant is also proposing Major and Minor Adjustments to the lot development standards for the SFR-6, SFR-4.5 single-family residential zones, and the MFR-1 multi-family residential zone. Proposed site improvements will set circulation patterns for vehicles, bicycles, pedestrian and utilities. The property owner and applicant is GLC South Hillsboro, LLC, represented by Mimi Doukas, AKS Engineering and Forestry. The subject property is specifically identified as Tax Lot 900 on Washington County Assessor’s Tax Map 1S2-11 and is generally located north of SE Kinnaman Street, south of SE Blanton Street, east of SE Cornelius Pass Road, west of SW 209th Avenue. The applicable criteria are included in Section 12.80.120 of the Community Development Code (CDC) for a PUD application; Section 12.80.040 for Development Review; Sections 12.80.154 and 12.80.156 for Major and Minor adjustments; and Section 12.80.020 for Conditional Use applications. All interested persons are invited to attend this virtual hearing on Zoom and will be given an opportunity to be heard concerning the proposal. Testimony can be provided during the hearing via teleconference or submitted in writing prior to the meeting. Social Distancing is essential in reducing the spread of the COVID-19 Pandemic. Please note that the Planning Commission may have limited time to review any written testimony received after 8:00 a.m. on the day of the public hearing. Teleconference Testimony: You may pre-register to speak during the hearing by providing your name, phone number, address, and Zoom account name to via email at planning_dept@hillsboro-oregon.gov prior to 5:00 p.m. on the day of the hearing. Your information will not be shared at the hearing. If you pre-register and provide your contact information, the City will mail you a copy of the notice of decision once the hearing is closed and a decision has been rendered. At the hearing, the Planning Commission President may read down the list of those who pre-registered. If you were unable to pre-register prior to the meeting, you may email planning_dept@hillsboro-oregon.gov during the hearing to request to speak. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 p.m. on the day of the hearing to planning_dept@hillsboro-oregon.gov. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Telephone conversations cannot be accepted as testimony. General comments, requests and inquiries, not related to the hearing, can be emailed to planning_dept@hillsboro-oregon.gov. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
