CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: SN-001-21 Alley Naming Project – Historic Orenco NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council through a Zoom virtual meeting at or shortly after 6:00 p.m., on Tuesday, March 16, 2021. At the hearing, the Council will consider naming currently unnamed alleys located in Historic Orenco. On March 2, 2021 the City Council is scheduled to set the public hearing date on this matter for March 16, 2021. The City of Hillsboro Planning Division is requesting that the City Council, through an Official Street Name Change application, name currently unnamed public alleys located within Historic Orenco. The purpose of the request is to reduce confusion in the street grid for emergency responders as well as an important step in the broader effort in meeting the Hillsboro 2020 Vision Action Plan goal of establishing a common Hillsboro address for the entirety of the city. Oregon Revised Statures (ORS) 227.120 and Municipal Code Chapter 9.24 set forth the procedure and approval process for naming or renaming streets. The Planning Commission has recommended to the City Council that the renaming is in the best interest of the City. The staff report on this matter will be available at https://hillsboro-oregon.civicweb.net/Portal/ by Tuesday, March 9th at 4:00 p.m. All interested persons are invited to attend this virtual hearing on Zoom and will be given an opportunity to be heard concerning the proposal. Testimony can be provided during the hearing via teleconference or submitted in writing prior to the meeting. Social Distancing is essential in reducing the spread of the COVID-19 Pandemic. The City is using technology to make meetings available to the Public without increasing the risk of exposure. Written Testimony: If you would like to submit written testimony ahead of the hearing please send your testimony via email to council@hillsboro-oregon.gov. Testimony received prior to 8:00 a.m. on the day of the hearing will be posted to the agenda packet online. Testimony received after 8:00 a.m. on the day of the hearing will be forwarded to the City Council either before or during the meeting. Please note that City Council may have limited time to review any written testimony received after 8:00 a.m. on the day of the hearing. Please reference the case file no. on all written testimony. Teleconference Testimony: You may pre-register to speak during the hearing by providing your name, phone number, address, and Zoom account name to via email at council@hillsboro-oregon.gov prior to 5:00 p.m. on the day of the hearing. Your information will not be shared at the hearing. If you pre-register and provide your information, the City will be able to mail you a copy of the notice of decision once the hearing is closed and a decision has been rendered. At the hearing, the Mayor may read down the list of those who pre-registered. If you were unable to pre-register prior to the meeting, you may email council@hillsboro-oregon.gov during the hearing to request to speak. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 p.m. on the day of the hearing to council@hillsboro-oregon.gov. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. Oregon Revised Statues (ORS) 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Telephone conversations cannot be accepted as testimony. General comments, requests and inquiries, not related to the hearing, can be emailed to planning_dept@hillsboro-oregon.gov. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
