MULTNOMAH COUNTY, OREGON A/E SERVICES FOR LIBRARY BOND CAPITAL PROJECTS Proposals due: April 8, 2021 @ 4:00 pm REQUEST FOR PROPOSALS Request for Proposal (RFP) Sourcing Event No.: RFP-50-2021 Sourcing Event Name: A/E Services for Library Bond Capital Projects Proposals due by 4:00 P.M. on: April 8, 2021 Pre-Proposal Conference: March 17, 2021 at 9:00AM https://meet.google.com/dzn-btgk-bvz RFP-50-2021 A/E Services for Library Bond Capital Projects SUMMARY: The Multnomah County Department of County Assets / Facilities and Property Management, on behalf of Multnomah County Library, is seeking Proposers from whom it may procure Architectural and Engineering (A/E) Services for Library Bond Capital Projects. The intended project delivery vehicle will be a Construction Manager/General Contractor (CM/GC) process. However, a traditional Design/Bid/Build process may be considered, if deemed to be in the best interest of the County. The awarded A/E firms will be expected to work cooperatively with the Owner, CM/GC (or General Contractor if applicable), Owner’s Rep and other Trade Partners to design the Projects and throughout the life of the Projects. The purpose of the solicitation is to secure a Proposal of qualifications, as part of a multi-phase selection process, from A/E Service Providers who have prior experience in A/E Services for projects similar in scope, scale, and delivery methods. The projects to be awarded under this RFP are: — Midland: Renovation of 24,000 sf existing library and a roughly 6,000 sf addition on the existing site. — Holgate: A new 20,000 to 30,000 sf building on the site of the existing library. — Albina: Approximately 30,000 sf new library and library administration on the existing Isom/Knott Street site. The Knott Street building will be renovated, the Isom building will be removed, and the garage will be renovated or removed. — North Portland: Renovation of roughly 8,700 sf of existing library, and builds an approximately 1,500 sf addition, all on the existing site. Multnomah County reserves the right to reject any or all proposals if not in compliance with the Request for Proposals (RFP) procedures and requirements and to reject any or all proposals or to cancel the Sourcing Event if Multnomah County finds it is in the public interest to do so.
