NORTH CLACKAMAS PARKS AND RECREATION DISTRICT CONSTRUCTION MANAGER / GENERAL CONTRACTOR FOR THE MILWAUKIE BAY PARK PROJECT Proposals due: April 15, 2021 @ 2:00 pm REQUEST FOR PROPOSALS Notice is hereby given that North Clackamas Parks and Recreation District (NCPRD), through the Board of County Commissioners acting as the Board of Directors of NCPRD (Board), is conducting a competitive two-step process to retain one (1) Construction Manager / General Contractor (CM/GC) for the Milwaukie Bay Park Project (Project). The Project is a 3.6-acre park development to complete the 7.7-acre riverfront site. Firms interested in providing these services may submit a proposal in response to the Request for Proposals (RFP) per specifications until 2:00 PM pacific time, April 15, 2021 (Closing). No Proposals will be received or considered after that time. RFP Documents can be downloaded from the Oregon Procurement Information Network (ORPIN) at the following address: http://orpin.oregon.gov/open.dll/welcome, Document No. C01010-2020-08-21. Prospective Proposers will need to sign in to download the information and that information will be accumulated for a Plan Holder’s List. Prospective Proposers are responsible for obtaining any Addenda, clarifying questions, and Notices of Award from ORPIN. Attendance will be documented through a County Representative maintained recording sheet. Proposers who arrive more than five (5) minutes after the start time of the meeting (as stated in this solicitation and by County’s Authorized Representative’s watch) or after the discussion portion of the meeting (whichever comes first) shall not be permitted to sign in and will not be permitted to submit a response to this RFP. Prevailing Wage: Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $50,000. Contractor and all subcontractors shall comply with the provisions of the Davis-Bacon Act (40 U.S.C. 3141 et seq) and ORS 279C.800 through 279C.870, and shall pay the higher of either the state or federal prevailing wage rates for the type of work being performed. The Bureau of Labor and Industries (BOLI) wage rates and requirements set forth in the following BOLI booklet (and any listed amendments to that booklet), which are incorporated herein by reference, apply to the Work authorized under this Agreement: The applicable Federal prevailing wage rates and the existing State prevailing wage rates last published prior to the time of RFP Closing as stated above, apply to this Project. Wage Rates are Internet-Accessible – The applicable Davis-Bacon wage rates can be found on the US Department of Labor website at: https://www.wdol.gov/dba.aspx. The BOLI wage rates can be found on the Oregon Bureau of Labor and Industries website at: https://www.oregon.gov/boli/WHD/PWR/pages/pwr_state.aspx. Rates will be identified at the time the initial set of construction specifications are made available and are incorporated into the CM/GC sub-bidding efforts for the first Early Work Amendment, or, if no Early Work Amendment occurs, then at the time of the Guaranteed Maximum Price (GMP) Amendment.
