Notice of Substantial Amendment to the Program Years 2019-2021 (2019 and 2020 Action Plans)

Clackamas County intends to amend its 2017-2021 Consolidated Plan in the following manner: Notice of Substantial Amendment to the Program Years 2019-2021 (2019 and 2020 Action Plans) All comments are welcomed and encouraged on the following proposed changes to the County the 2019 Housing and Community Development Action Plan. This Action Plan program year amendment is in response to the CARES Act Community Development Block Grant COVID 19 (CDBG-CV) and Emergency Solutions Grant COVID 19 (ESG CV) funding allocated to Clackamas County to prevent, prepare for, and respond to the Coronavirus pandemic. Community Development Block Grant COVID 19 (CDBG-CV3) funding of $1,867,702 will be added to the 2019 and 2020 Action Plan program years. The current plan for use of this second allocation of CARES Act Community Development Block Grant Coronavirus (CDBG CV3) COVID-19 funds is amended to include the purchase and or renovations of a health clinic facility. $1,517,702 of these COVID funds will be distributed to community based homeless services providers and county services as a combination of services for individuals and families impacted by the Coronavirus including: — homeless shelter supplies (including the purchase of mobile shelter units), — homeless shelter renovations, operations and staffing, — hotel and motel vouchers — homeless shelter facility building and renovations — Health Clinic building and renovations Up to $350,000 of these funds will be to support grants administration, community outreach services and HUD reporting. All COVID Projects and funding levels will be determined in coordination with the County’s COVID 19 Emergency Operations Center activated on February 28, 2020.
