Notice of Consolidated Plan Community Virtual Hearing Five-Year Consolidated Plan FY 2021-25 One-Year Action Plan FY 2021-2022 The Portland Consortium, which includes the City of Gresham, City of Portland, and Multnomah County, is in the process of finalizing its five-year Consolidated Plan FY 2021-25. The five-year Consolidated Plan and first one-year Action Plan is a requirement to receive federal entitlement funding from HUD for the four affordable housing and community development programs: CDBG; HOME; HOPWA and ESG. This plan offers an assessment of housing and non-housing community needs and market analysis which form the basis for strategic planning to address the Consortium needs over the five-year plan (FY 2021-25) period. Also included is a detailed one-year action plan (FY 2021-22) for each of the Consortium Partners. This notice is to announce a virtual community hearing for the City of Portland, to share the highlights of the Plan and to invite public comments. Due to the public health crisis, the hearing is being held remotely via Zoom.
