ALLEN BLVD / 92ND AVENUE SHARED USE PATH: PTF2020-0001 / SDM2020-0009 / DR2020-0104

Pursuant to Section 50.40.4 of the Beaverton Development Code, public notice of the following development application is being provided: ALLEN BLVD / 92ND AVENUE SHARED USE PATH: PTF2020-0001 / SDM2020-0009 / DR2020-0104 The applicant, the City of Beaverton Public Works Department, proposes to construct approximately 550-feet of improvements along SW Allen Boulevard between SW Scholls Ferry Road and 92nd Avenue. The applicant requests a Public Transportation Facility permit (PTF2020-0001) to improve the existing arterial by constructing a 14-foot wide shared use path, as well as intersection improvements including a roundabout at 92nd Avenue and a new signal with modified intersection configuration at SW Scholls Ferry Road. The applicant requests a Sidewalk Design Modification (SDM2020-0009) for improved sidewalks that do not meet the minimum street standards due to potential impacts to adjacent private properties. The applicant also requests a Design Review Compliance Letter (DR2020-0104) for minor grading activities and removal of three landscape trees located on adjacent private property. The project is largely located within unzoned right of way corridor along SW Allen Boulevard between SW Scholls Ferry Road and 92nd Avenue. The proposal includes minor acquisitions and/or temporary easements on the following 11 parcels: 1S123BD00100, 1S123AB02302, 1S123AC03200, 1S123AC02301, 1S123AC02390, 1S123AC03000, 1S123AC03091, 1S123AC03031, 1S123AC00600, 1S123AC00500, and 1S123AC00100. These 11 parcels are zoned Industrial (IND), Neighborhood Service (NS), and Urban Medium Density Residential – R2 (R2). The project site is located within the Denney Whitford / Raleigh West NAC. Any decision on the above development proposal shall be based on the Approval Criteria contained in the following sections of the Beaverton Development Code: 40.03.2 Facilities Review, Section 40.57.15.1.C Public Transportation Facility, Section 40.58.15.C Sidewalk Design Modification, and Section 40.20.15.1.C Design Review Compliance Letter. NOTE: The City of Beaverton has declared a State of Emergency due to COVID-19 and the Community Development Division is closed to the public until further notice. The Community Development Department is evaluating temporary changes to processes and procedures to respond appropriately to the COVID-19 State of Emergency, and is committed to ensuring that the land use review process continues to fulfill the requirements of state and local law while protecting the health and wellbeing of the community. Written comments, either emailed or mailed, on the above development proposal shall be received no later than 5:00 p.m. on Wednesday, June 30, 2021. Please reference the Case File Number and Project Name in your written comments and include your mailing address if you wish to receive a copy of the decision. Failure to raise an issue or failure to provide statements or evidence with sufficient specificity to afford the decision-making authority an opportunity to respond to such issue, may preclude appeal to the Land Use Board of Appeals on that issue. The Facilities Review Committee Meeting with the applicant will be held Wednesday, June 30, 2021. The Facilities Review Committee is not a decision-making body but advises the Director on a project’s conformity to the technical criteria specified in Section 40.03 of the Development Code of the City of Beaverton. The Facilities Review Committee meeting is open to the public, but is not intended for public testimony. The Director is the decision-making authority for the above application and shall issue a written decision on the above development proposal on or around Wednesday, July 14, 2021, pursuant to Section 50.40.10.
