CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: PUD-001-21 REED’S CROSSING TOWN CENTER SOUTH NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission, through a Zoom virtual meeting at or shortly after 6:00 p.m., on Wednesday, July 14, 2021. At this hearing, the Planning Commission will consider a request for concept plan and preliminary plat approval for a four lot development located within the Reed’s Crossing Planned Unit Development (PUD) (Case File No.: MOD-003-17). This application will serve as the planning and urban design framework for the southern portion of a future mixed-use town center. Proposed site improvements will set circulation patterns for vehicles, bicycles, pedestrian and utilities and a proposed Major Adjustment to street frontage Active Use designations. A mix of uses is planned in the Town Center and lot specific development will be reviewed in future Development Review applications. The property owner and applicant is GLC South Hillsboro, LLC, represented by Mimi Doukas, AKS Engineering and Forestry. The subject property is specifically identified as Tax Lot 1700 on Washington County Assessor’s Tax Map 1S2-11 and is generally located north of SE Blanton Street, south of SE Cornelius Pass Road, and east of SE Reed Drive. The applicable approval criteria for a PUD application may be found in in Section 12.80.120 of the Community Development Code (CDC) and in Section 12.80.156 for Major Adjustments. The CDC may be viewed online at www.hillsboro-oregon.gov/CommunityDevelopmentCode or in the Planning Department office. The complete application, staff report and responses to all related criteria for the PUD application will be available at https://hillsboro-oregon.civicweb.net/Portal/ by Wednesday, July 7, 2021. All interested persons are invited to attend this virtual hearing on Zoom and will be given an opportunity to be heard concerning the proposal. Testimony can be provided during the hearing via teleconference or submitted in writing prior to the meeting. Social Distancing is essential in reducing the spread of the COVID-19 Pandemic. The City is using technology to make meetings available to the Public without increasing the risk of exposure. Written Testimony: If you would like to submit written testimony ahead of the public hearing please send your testimony via email to planning_dept@hillsboro-oregon.gov. Testimony received prior to 8:00 am on the day of the public hearing will be posted to the agenda packet online. Testimony received after 8:00 am on the day of the public hearing will be forwarded to the City Council either before or during the meeting. Please note that City Council may have limited time to review any written testimony received after 8:00 am on the day of the public hearing. Please reference the case file no. on all written testimony. Teleconference Testimony: You may pre-register to speak during the public hearing by providing your name, phone number, address, and Zoom name to via email at planning_dept@hillsboro-oregon.gov prior to 5:00 pm on the day of the public hearing. Your information will not be shared at the meeting. If you pre-register and provide your information, the City will be able to mail you a copy of the notice of decision once the public hearing is closed and a decision has been rendered. At the public hearing, the Planning Commission President may read down the list of those who pre-registered. If you were unable to pre-register prior to the meeting, you may email plan during the meeting to request to speak. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 pm on the day of the public hearing. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Telephone conversations cannot be accepted as testimony. General comments, requests and inquiries, not related to the public hearing, can be emailed to planning_dept@hillsboro-oregon.gov Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
