CLACKAMAS COUNTY PUBLIC-PRIVATE-PARTNERSHIP TO DESIGN-BUILD-PARTIALLY FINANCE-OPERATE- MAINTAIN THE NEW CLACKAMAS COUNTY COURTHOUSE SOQs Due: July 30, 2021 REQUEST FOR QUALIFICATIONS RFQ NO. 2021-35 Issued: July 1, 2021 Notice is hereby given that Clackamas County, Oregon (the County) is soliciting Statements of Qualifications (SOQs) from interested and qualified firms in connection with the design, construction, partial financing, facilities management (i.e. operations and maintenance) of a new courthouse (the Project). Under the design-build-partially finance-operate-maintain (DBfOM) delivery method, a single entity, which may include one or more firms as investors and subcontractors, will be procured on a best value basis and will be responsible to the County for the design, construction and partial financing of the Project and operation and maintenance of the New Courthouse for a period of 30 years commencing from the anticipated date of occupancy of the New Courthouse. This RFQ invites Respondents to submit SOQs describing in detail their technical and financial qualifications to perform the Contract Services. The issuance of this RFQ is the first step in a two-step procurement process. ONLY THOSE FIRMS THAT RESPOND TO THIS RFQ AND ARE SHORT-LISTED BY THE SELECTION COMMITTEE IN ACCORDANCE WITH THE REQUIREMENTS OF THIS RFQ WILL BE ISSUED A REQUEST FOR PROPOSALS (RFP) AND INVITED TO SUBMIT A PROPOSAL IN RESPONSE TO THE RFP. THREE FIRMS ARE EXPECTED TO BE SHORT-LISTED AS ELIGIBLE TO PARTICIPATE IN THE RFP STAGE OF THIS PROCUREMENT. RFQ documents can be downloaded from OregonBuys (the RFQ Procurement Website) at the following address: https://oregonbuys.gov/bso/, Document No. S-C01010-00000082. Prospective Respondents will need to sign in to download the information and that information will be accumulated for a plan holder’s list. Prospective Respondents are responsible for obtaining any addenda, clarifying questions, and notices of award from the RFQ Procurement Website. By utilizing a DBfOM project delivery approach, the County expects to secure substantial public benefits. These benefits include optimal risk allocation; cost savings; incentives and enforcement capacity for high performance and efficiency gain; expedited project design and construction scheduling; and predictable long-term operation and maintenance costs. The County’s intent in developing this RFQ and the subsequent RFP is to encourage qualified firms to provide the best solution for the Project in accordance with the requirements of this RFQ and the subsequent RFP. The County expects to enter into an agreement (the Project Agreement) with a private entity (the Project Company) for the performance of the Contract Services. The technical requirements for the Project are being developed and will be presented in the RFP. The presentation of technical requirements in this RFQ is for general understanding only, and is not necessarily indicative of RFP requirements.
