CITY OF GASTON, OREGON PUBLIC WORKS DEPARTMENT THIRD STREET IMPROVEMENTS PROJECT Bids due: July 29, 2021 @2:00 pm INVITATION TO BID Bid Opening: Sealed Bids will be received by the City of Gaston at 116 Front Street, Gaston, Oregon 97119 until 2:00 pm, July 29, 2021. Proposals shall be clearly marked City of Gaston -Third Street Improvements Project and shall be delivered to the City Engineer at City Hall on or before the above bid date and time. All bidders must submit, in a separate, sealed envelope, by 4:00 pm, July 29, 2021, a completed First-Tier Subcontractor Disclosure Form (see Section 00440 of the Contract Documents) in compliance with ORS 279C.370. This form must be submitted even if there are no First-Tier subcontractors. The work is subject to BOLI-State Prevailing Wage Rates and Federal Davis Bacon Wage Rates, whichever is highest. No faxed or emailed quotes will be considered. The work consists of approximately 1,202 square yards of asphalt removal; 1,490 square yards of new road base; 385 tons of Level 2 ACP; 1,725 square feet of 5-foot sidewalk, 465 lineal feet of standard curb and gutter; 470 lineal feet of mountable curb and gutter; 47 lineal feet of concrete block retaining wall, 53 lineal feet of cast-in-place retaining wall; two catch basins; 70 feet of 10-inch PVC storm pipe; two ADA ramps; five driveway aprons; erosion control; landscape and walkway restoration; traffic control, vegetated filter strip plantings and irrigation, and other work as defined in the Bid Documents. NOTE: The Contractor will be required to use an on-line payroll management and reporting system called LCPtracker. Pre-Bid Conference: There will be a non-mandatory pre-bid conference to be held at 1:00 pm, July 20, 2021 at Gaston City Hall, located at 116 Front Street, Gaston, Oregon 97119. The meeting will include a site walk. Bidders are strongly encouraged to attend. Oregon Public Contracting Law: Bidders are required to comply with applicable biddings and contracting procedures, rules, and regulations. This includes requirements for timely submission of the First-Tier Subcontracting Form and compliance with wage rate requirements. The higher of Davis Bacon wage rates or BOLI wage rates shall prevail. Bids will not be received or considered unless the Bidder is licensed by the Construction Contractors Board as required by ORS 279C.365(1)(k). Bid Security: Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279.029. Each proposal must be submitted on the prescribed form and accompanied by a bid bond payable to the City of Gaston in an amount not less than five percent (5%) of the bid amount. Owners Reservations: Bids may be held by the City of Gaston for a period not to exceed sixty (60) days from the date Bids are due for the purpose of reviewing Bid Documents and investigating qualifications of Bidders. The City of Gaston reserves the right to reject any or all proposals for good cause, or any or all bids upon a finding of the Owner that it is in the public interest to do so, and to accept that proposal which is in the best interests of the City of Gaston.
