A Public Notice of Request for Approval: City of Troutdale Local Limits Modification The City of Troutdale owns and operates a publicly owned treatment works (POTW) that collects, treats, and disposes of approximately 1.4 million gallons of sanitary sewage each day and proposes to update its technically based local limits. This is considered a substantial pretreatment program modification per 40 CFR Part 403.18(b)(2) because the modification would relax its existing local limits. Local limits are site-specific limits developed by a POTW to enforce general and specific prohibitions on industrial users, as well as any State and local regulations. General and specific prohibitions are meant to protect water quality, the POTW, worker health and safety, and biosolids quality. Interested persons may submit written public comments to the City of Troutdale within 31- calendar days of this notice. Any affected State or Federal agency, person or group of persons may request a public hearing with respect to the technically based local limits and must file a request within the 31-calendar day public notice period. The request shall indicate the interest of person filing such request and the reasons why a hearing is warranted. Please submit all written comments and/or public hearing requests to the City of Troutdale Public Works Department, Attention: Environmental Specialist, at 342 SW 4th Street, Troutdale, OR 97060 or by electronic mail at ryan.largura@.troutdaleoregon.gov. The City of Troutdale City Council will review the proposed technically based local limits at a regular City Council meeting sometime after the 31-calendar day public comment period. If no substantive public comments or public hearing requests are received and the City Council votes to adopt these local limits, the City of Troutdale will submit the modified local limits to the Oregon Department of Environmental Quality (DEQ) for final review and approval.
