HEARING NOTICE The Newberg City Council will hold public hearings on October 18, 2021 at 7 p.m. via teleconference using Zoom to evaluate the following new proposal: 1. Appeal of a Conditional Use Permit (CUP) to allow a Vacation Rental at 412 W Fifth St. (Quasi-Judicial): On August 12, 2021, the Planning Commission approved CUP21-0001. An appeal, APL21-0001, has been filed and will be heard and decided by the City Council in a new hearing on October 18, 2021. The basis of the appellants’ appeal is that the decision by the Planning Commission to approve the CUP for a vacation rental failed to comply with NDC 15.225.060(A), (B) and (C), which is the CUP approval criteria. Appellant also bases the appeal on NDC 12.05.090, NDC 15.505.030, and NDC 15.410.070(D)(1)(b). Applicant: Lauri Hines Appellant: Jonathan Umfleet File: APL21-0001 2. Annexation (Quasi-Judicial): Consider an application to annex 29.38 acres consisting of five parcels, plus the area of the adjacent right-of-way, into the Newberg city limits. The parcels are located at 1609 NE Waterfront Street (R3230-00401), 712 NE Fourteenth Street (R3230-00100), 1610 NE Waterfront Street (R3230-00200), and two parcels south of E Fourteenth Street which have no address (R3229-02700, R3229-02800). The annexation would change the zoning from Yamhill County VLDR-5 to City MDR/RD (R3230-00401), Yamhill County HI, MR-2 to City COM/RD and P/RD (R3230-00100), Yamhill County VLDR-5 to City COM/RD (R3230-00200), and Yamhill County PWS to City P/RD (R3229-02700, R3229-02800). The subject properties and adjoining right-of-way are located within the City’s Urban Growth Boundary and are designated by the Comprehensive Plan Map as: MDR/RD (R3230-00401), COM/RD AND P/RD (R3230-00100); COM/RD (R3230-00200), and P/RD (R3229-02700, R3229-02800).
