CITY OF GERVAIS WWTP POPLAR TREE CROP RESTORATION Bids due: October 27, 2021 @ 2:00 pm INVITATION TO BID Sealed bids will be received by the City of Gervais, Attention Susie Marston, City Manager, City of Gervais City Hall, 592 4th Street, P.O. Box 329, Gervais OR 97026 until, but not after 2:00 PM (Local Time), October 27, 2021. Bid shall be in a sealed envelope clearly marked City of Gervais – WWTP Poplar Tree Crop Restoration. Bidders must deliver First-Tier Subcontractor Disclosure Forms in a sealed envelope at the location specified above within two working hours of the Bid closing time in accordance with ORS 279C.370. This form must be submitted even if there are no First-Tier subcontractors. GENERAL DESCRIPTION OF WORK: Phase 1 – Tree Removal: Includes all work to prepare the site for work and coordinate tree removal and chipping operations, location, and equipment. Phase 2 – Site Restoration and Preparation: Includes stump removal and/or grinding, disking activities to prepare the ground into a uniform surface for replanting, marking plant locations using GPS, and spraying the ground for weed control. Phase 3 – Planting and Irrigation Installation: Includes procurement of a variety of hybrid poplar trees from an approved source and coordinating storage and delivery for spring planting. This phase also includes planting trees and laying out the irrigation hose and irrigation components necessary to irrigate the new crop. Sets of Bidding Documents are comprised of specifications. OTHER: This project is for Public Works subject to ORS 279C.800 to 279C.870. The provisions of ORS 279C.840 shall be included in the contract. Bidder’s attention is directed to the requirements and conditions of employment to be observed and minimum wage rates to be paid under this contract. Bidders shall be qualified in accordance with applicable parts of ORS 279C to submit a Bid for Public Work in Oregon. This project is being funded by FEMA and contractor shall comply with applicable federal contracting requirements. The City of Gervais reserves the right to reject any or all Bids, to waive informalities and of postponing of award of the contract for forty days. A bid shall not be considered complete unless the contractor has completely completed the bid form – unit price schedule. The City of Gervais is open to reviewing alternate proposal costs and modified scope of work, but the bid form must be completed for the base bid. A contractor’s alternate bid modified scope of work and costing must be provided in addition to the original completed bid form. No Bid for a construction contract shall be received or considered by the public contracting agency unless the Bidder is registered with the construction Contractors Board as required by ORS 471.530.
