CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: PUD-005-21 WESTBROOKE ESTATES NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission, through a Zoom virtual meeting at or shortly after 6:00 pm, on Wednesday, January 12, 2022. At this hearing, the Planning Commission will consider a request a consolidated Planned Unit Development (PUD) Concept Plan application and Subdivision and Development Review applications to allow for a residential and commercial development on four parcels totaling approximately 8.59 acres in size. The PUD application covers the entirety of the 8.59 acres and includes a request for Major Adjustments to the lot standards, maximum height standards, and maximum block perimeter lengths. The Subdivision application covers the tax lots north of SE Davis Road and is a request for 114 lots for single-family attached residential dwellings. The Development Review application covers the tax lot south of SE Davis Road and is a request for a three-story, mixed-use building with approximately 9,800 square feet of commercial space on the ground floor and 21 multi-family residential units on the three floors. The proposed development would incorporate public gathering areas including an allee, new public right-of-ways connecting to the surrounding street network, pedestrian and bicycle connections, a dog park, and a stormwater treatment facility. The property is owned by Lewis Hanson and Company, Inc., Deanna Struss, and Colleen Martindale Living Trust. The applicant is Bill Wagoner, Westwood Homes, LLC, represented by Mellissa Slotemaker, AKS Engineering and Forestry, LLC. The subject property is specifically identified as Tax Lots 900, 1000, and 1100 on Washington County Assessor’s Tax Map 1S2-10CB and Tax Lot 1100 on Washington County Assessor’s Tax Map 1S2-10CC and is generally located south of SE Lone Oak Street, east of SE Brookwood Avenue, and west of SE Haywood Lane. The applicable approval criteria for the PUD application may be found in Section 12.80.120 of the Community Development Code (CDC), Section 12.80.098 for the Subdivision application, Section 12.80.040 for the Development Review application, and Section 12.80.156 for Major Adjustments. The CDC may be viewed online at www.hillsboro-oregon.gov/ communitydevelopmentcode or in the Planning Division office. The complete application, staff report and responses to all related criteria for this application will be available by 4:00 pm on Wednesday, January 5, 2022. All interested persons are invited to attend this virtual hearing on Zoom (instructions below) and will be given an opportunity to be heard concerning the proposal. Please note that Planning Commission may have limited time to review any written testimony received after 8:00 am on the day of the public hearing. Teleconference Testimony: You may pre-register to speak during the hearing by providing your name, phone number, address, and Zoom account name to via email at planning@hillsboro-oregon.gov prior to 5:00 pm on the day of the hearing. Your information will not be shared at the hearing. If you pre-register and provide your contact information, the City will mail you a copy of the notice of decision once the hearing is closed and a decision has been rendered. At the hearing, the Planning Commission President may read down the list of those who pre-registered. If you were unable to pre-register prior to the meeting, you may email planning@hillsboro-oregon.gov during the hearing to request to speak. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 pm on the day of the hearing to planning@hillsboro-oregon.gov. Testimony should avoid repetition of issues and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.763 provides that under certain circumstances, the record may remain open, or a continuance may be granted upon the request of a participant. Telephone conversations cannot be accepted as testimony. General comments, requests and inquiries, not related to the hearing, can be emailed to planning@hillsboro-oregon.gov. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
