THE PORT OF PORTLAND NAVIGATION DIVISION RAMP BARGE RB-120 DRY DOCKING, INSPECTION, MODIFICATION, AND PAINTING Bids due: February 24, 2022 @ 2:00 pm INVITATION TO BID SOLICITATION NO. 2022-9807 Bids for the Navigation Division Ramp Barge RB-120 Dry Docking, Inspection, Modification, and Painting project will be received by the Manager, Contracts and Procurement, of The Port of Portland (the Port), electronically through the Port’s online bidding system until, but not after, 2 p.m. on February 24, 2022. The work includes but is not limited to: Perform the 10-year dry-dock and inspection of the Port’s heavy equipment ramp barge RB-120. The work includes abrasive blasting and painting of the hull and ultrasonically inspecting the thickness of the hull. The Port will remove the barge’s HDPE pipe and chain fendering prior to dry docking and reattach it upon competition of the Contractor’s work. Contractors, subcontractors, consultants, and suppliers are strongly encouraged to register through the Port’s online bidding system, which can be accessed at www.portofportland.com under Business Opportunities. All firms can view current business opportunities. Registered firms may receive electronic notification of Port solicitations, and have access to view, download, or request copies of solicitations, addenda, and solicitation-holders lists. Questions shall be submitted electronically using the Q&A feature in the Port’s online bidding system. Hard copy solicitation documents are not available directly from the Port. Registered firms may download the project manual or order it for the cost of reproduction through the Port’s online bidding system. The Port may reject bids that do not comply with applicable public contracting procedures and requirements. The Port may reject for good cause any or all bids if the Port finds that doing so is in the public interest. Bidder compliance for this project includes the following: A. Bids shall be on the Port’s bid form. B. Bids shall be in compliance with the specified procedures and requirements stated in these documents. This contract is funded in whole or in part by the U.S. Army Corps of Engineers (USACE). Consistent with FAR 52.219-8, it is the policy of the USACE and the Port that small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns shall have the maximum practicable opportunity to participate in performing Port contracts that are funded by the USACE. While there is no specific small business participation goal for this contract, the successful bidder will be required to carry out this policy in the awarding of subcontracts to the fullest extent consistent with efficient contract performance, in accordance with Exhibit A, U.S. Army Corps of Engineers Provisions. This contract also requires the successful bidder to cooperate in any studies or surveys, as may be conducted by the U.S. Small Business Administration (SBA) or the Port, as may be necessary to determine the extent of the successful bidder’s compliance with this requirement. In addition, the Port encourages all bidders to consider how they can help the Port achieve the Port’s overall Small Business Concern Participation target.
