CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO. ZC-001-22: INTERCONTINENTAL MEDICAL SERVICES NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning and Zoning Hearing’s Board (PZHB) through a Zoom virtual meeting at or shortly after 6:30 pm, on Wednesday, March 16, 2022. Instructions on how to join the Zoom meeting are listed below. At this meeting, the PZHB will consider a request for a Zone Change on one property totaling approximately 3.44 acres in size. This request is to change the zoning of the property from SC-BP Station Community Business Park to SCC-SC Station Community Commercial – Station Commercial, which is consistent with the Comprehensive Plan Map designation of SCPA Station Community Planning Area. The subject property can be specifically identified as Tax Lot 301 on Washington County Assessor’s Tax Map 1N2-34BC, and is generally located north of SE 53rd Avenue, south of Westside Light Rail Line, east and west of the NE Elam Young Parkway Loop. The property owner is Intercontinental Medical Services and the applicant is Stuart Spafford, Washington County. The applicable criteria for a Zone Change are listed in Community Development Code (CDC) Section 12.80.168. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopmentcode or in the Planning Division office. The complete application, staff report and responses to all related criteria for the Zone Change application will be available at https://hillsboro-oregon.civicweb.net/Portal/ by Wednesday, March 9, 2022. All interested persons are invited to attend this virtual hearing on Zoom and will be given an opportunity to be heard concerning the proposal. Testimony can be provided during the hearing via teleconference or submitted in writing prior to the meeting. Social Distancing is essential in reducing the spread of the COVID-19 Pandemic. The City is using technology to make meetings available to the Public without increasing the risk of exposure. Written Testimony: If you would like to submit written testimony ahead of the hearing please send your testimony via email to planning@hillsboro-oregon.gov. Testimony received prior to 8:00 am on the day of the hearing will be posted to the agenda packet online. Testimony received after 8:00 am on the day of the hearing will be forwarded to the PZHB either before or during the meeting. Please note that the PZHB may have limited time to review any written testimony received after 8:00 am on the day of the public hearing. Please reference the case file no. on all written testimony. Teleconference Testimony: You may pre-register to speak during the hearing by providing your name, phone number, address, and Zoom account name to via email at planning@hillsboro-oregon.gov prior to 5:00 pm on the day of the hearing. Your information will not be shared at the hearing. If you pre-register and provide your contact information, the City will mail you a copy of the notice of decision once the hearing is closed and a decision has been rendered. At the hearing, the Hearings Officer may read down the list of those who pre-registered. If you were unable to pre-register prior to the meeting, you may email planning@hillsboro-oregon.gov during the hearing to request to speak. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 pm on the day of the hearing to planning@hillsboro-oregon.gov. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Telephone conversations cannot be accepted as testimony. General comments, requests and inquiries, not related to the hearing, can be emailed to planning@hillsboro-oregon.gov. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
