RIVERGROVE WATER DISTRICT PROCUREMENT OF STANDBY GENERATOR EQUIPMENT Proposals due: May 12, 2022 @ 2:00 pm REQUEST FOR PROPOSAL Notice is hereby given Rivergrove Water District (District), Oregon, will receive sealed proposals up to the hour of 2:00 PM, Pacific Local Time, Thursday, May 12, 2022, and publicly opened and read aloud at that time on the same day at 17661 Pilkington Rd, Lake Oswego, Oregon 97035, for the following: A diesel engine generator set and generator disconnect meeting the design and performance criteria included in the Technical Specifications. Also included are services during installation, testing and startup of the equipment. Written questions must be submitted no later than Thursday, May 5, 2022 at 2:00 PM. Specifications and contract documents may be examined at the District Office, 17661 Pilkington Road, Lake Oswego, Oregon 97035. All prospective bidders must provide a valid e-mail address and be added to the Plan Holders List by downloading the documents from www.quest cdn.com. Notification of Addenda issuance will be issued via e-mail to the addresses listed on the Plan Holders List. Potential bidders are responsible for ensuring contact information is registered correctly and that email updates are being received and not being sent to spam folders. It is in the best interest of potential bidders to check the website periodically to ensure all updates are received. The District is not responsible for failure of bidders to receive notifications of changes or corrections made by the District and posted as stated above. Each proposal must be submitted on forms provided in the contract documents and delivered to the District office at 17661 Pilkington Rd, Lake Oswego, Oregon 97035. Proposals shall be placed in a sealed envelope which clearly states the name of the bidder, the date of the proposal opening, and appropriate wording to indicate the nature of the contents. Do not send proposals by FAX or email. Proposals submitted via FAX or email will not be accepted. The District will investigate and determine the qualifications of the apparent low bidder prior to awarding the contract. The District reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject all bids, if it is in the public interest to do so. The District reserves the right to waive informalities and to award a contract to the qualified lowest responsive and responsible bidder. No bidder may withdraw his/her proposal after the hour set for the opening thereof, unless the award of contract is delayed for a period exceeding sixty (60) days. If it is determined to be in the best interests of the District, the District reserves the right to request an extension of proposal prices during the review process. The bidder’s attention is especially called to the following items which must be executed in full as required. a. Terms & Conditions All suppliers doing business with the District must agree to all terms in this solicitation and the attached General Terms and Conditions. b. W9 or Certification Form(s) All suppliers doing business with the District must agree to have a W9 form on file with the District prior to issuance of a purchase order. The District will not be responsible for any errors in quotes. Bidders will not be allowed to alter proposals after the submittal deadline. Proposals Prices: The proposal price shall include everything necessary for the prosecution and completion of the proposal including but not limited to furnishing all materials, equipment, supplies, tools, shipping charges, plant and other facilities and all management, superintendence, labor and service, except as may be provided otherwise in this proposal. Prices quoted on the proposal form shall include all freight charges. All government taxes, duties, fees, royalties, assessments, and charges shall be included in the proposal price. The prices, corrected for mathematical errors, shall be used as the amount of the proposal for evaluation and award purposes. Unit price prevails. PROPOSAL EVALUATION AND AWARD OF PURCHASE ORDER 1) Evaluation of Proposals. Proposals will be evaluated by the District to determine which Proposal, if any, should be accepted in the best interest of the District. a) Responsiveness. The District will consider all the material submitted by the Bidder to determine whether the Bidder’s offering is in compliance with the terms and conditions set forth in this Quote. b) Responsibility. The District will consider all the material submitted by the Bidder, and other evidence may be obtained otherwise, to determine whether the Bidder is capable of and has a history of successfully completing orders of this type. This may include requiring the Bidder to provide references from previous orders who have been provided the same or equivalent goods or services. References shall include the names and addresses of the parties to whom such goods or services were provided, and the name and phone number of contact persons with such parties. c) In determining the lowest most responsible bidder, in addition to price, the following may be considered: i) The ability, capacity and skill of the bidder to perform the Proposal; ii) Whether the bidder can perform the contract promptly, or within the time specified, without delay or interference; iii) The character, integrity, reputation, judgment, experience, and efficiency of the bidder; iv) The quality of performance of any previous order or contract by the bidder; v) The previous and existing compliance by the bidder with laws and ordinances relating to material purchases; vi) The sufficiency of the financial resources and ability of the bidder to perform the Proposal; vii) The quality, availability and adaptability of the materials supplied or equipment to the particular use required; viii) The ability of the bidder to provide future maintenance and service for the use of the subject of the Proposal; ix) The number and scope of conditions attached to the Proposal. 2) Proposal Award. The lowest Proposal of a responsible bidder shall be determined as set forth in the Request for Proposal. Approval by District’s General Manager and receipt of a purchase order will evidence the acceptance of a Quote. No other act of the District shall constitute acceptance of a Proposal.
