NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL (Legislative – LOC 50.07.003.16.e) Hearing Date, Time, and Location: The Lake Oswego City Council will hold a public hearing on Tuesday, May 17, 2022, at 3:00 p.m. in the City Hall Council Chamber, Third Floor, 380 A Avenue, Lake Oswego, OR, 97034, to consider the proposed amendments. This meeting will be conducted in-person at City Hall and an option for participating remotely via Zoom is also available. The meeting will be livestreamed on the City’s YouTube Channel and at https://www.ci.oswego.or.us/ as well as broadcast live on Tualatin Valley Community TV; check their website for details. File Number: LU 22-0007 (Ordinance 2892) Applicant: City of Lake Oswego Location of Property: Residential areas citywide where detached single-family dwellings are currently allowed. Nature of Application and Proposed Legislative Amendments: A request from the City of Lake Oswego for the adoption of amendments to the Community Development Code (LOC 50) to comply with Oregon House Bill 2001 (2019), state legislation requiring that cities allow middle housing – including duplexes, triplexes, quadplexes, townhouses and cottage clusters – in any zone that permits detached single-family dwellings. The proposed amendments are intended to comply with state middle housing requirements in a manner that is consistent with the community’s sense of place, neighborhood character, and livability. In addition to complying with the requirements of House Bill 2001 by allowing middle housing in any zone that permits detached single-family dwellings, the proposed amendments also address the following aspects of development in the City’s residential zones: — Prohibits telecommunications facilities from being located on parcels containing existing triplexes or quadplexes. (LOC 50.03.002 – Standards for Public, Institutional, and Civic Uses) — Applies Garage Appearance and Location standards to parcels with a width of less than 50 ft. (LOC 50.06.001 – Building Design) — Modifies garage appearance and location standards in residential zones – including window / fenestration, setbacks, and other garage appearance requirements – to apply differently based on the width of the garage relative to the faade. (LOC 50.06.001 – Building Design) On May 9, 2022, the Planning Commission will make their final recommendation that the City Council approve the proposed amendment.
