CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: HCP-003-22HILLSBORO ECONOMIC OPPORTUNITIES ANALYSIS NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission thorough a Zoom virtual meeting at or shortly after 6:00 pm, on Wednesday, May 25, 2022. At the hearing, the Planning Commission will consider text amendments to the Hillsboro Comprehensive Plan. The City of Hillsboro’s current Economic Opportunities Analysis (EOA) was adopted with the Comprehensive Plan update in 2017. The EOA provides an analysis of Hillsboro’s 20-year employment land supply with the community’s adopted Comprehensive Plan goals and policies and the Hillsboro 2035 Plan vision. The EOA has been prepared to be consistent with the requirements of Statewide Planning Goal 9 and Oregon Administrative Rule (OAR) 660-009. Since the most recent EOA was completed there has been considerable activity in the City’s employment land, particularly in the North Hillsboro area. The purpose of updating the EOA is to capture what has occurred on the ground since 2017-2018 with the most up-to-date data and to look ahead to a 20-year to 50-year planning horizon. If adopted, this EOA will replace the previously adopted EOA and provide updated data for policy makers. The City is using a minor text amendment procedure to adopt the EOA which can be found in the Community Development Code (CDC) Section 12.70.060, and the approval criteria can be found in Section 12.80.164 of the CDC. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevel opmentcode or in the Planning Division office. Testimony received after 8:00 am on the day of the hearing will be forwarded to the Planning Commission either before or during the meeting. Please note that Planning Commission may have limited time to review any written testimony received after 8:00 am on the day of the public hearing. Please reference the case file no. on all written testimony. Teleconference Testimony: You may pre-register to speak during the hearing by providing your name, phone number, address, and Zoom account name to via email at planning@hillsboro-oregon.gov prior to 5:00 pm on the day of the hearing. Your information will not be shared at the hearing. If you pre-register and provide your contact information, the City will mail you a copy of the notice of decision once the hearing is closed and a decision has been rendered. At the hearing, the Planning Commission President may read down the list of those who pre-registered. If you were unable to pre-register prior to the meeting, you may email planning@hillsboro-oregon.gov during the hearing to request to speak. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 pm on the day of the hearing to planning@hillsboro-or egon.gov. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Telephone conversations cannot be accepted as testimony. General comments, requests and inquiries, not related to the hearing, can be emailed to planning@hillsboro-oregon.gov. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
