DREDGE TENDER PROCUREMENT

THE PORT OF PORTLAND NAVIGATION DIVISION DREDGE TENDER PROCUREMENT Proposals due: August 30, 2022 @ 3:00 pm REQUEST FOR PROPOSALS SOLICITATION NO. 2022-9911 Proposals for the Navigation Division Dredge Tender Procurement project will be received by the Manager, Contracts and Procurement, of The Port of Portland (the Port), electronically through the Port’s online bidding system until, but not after, 3 p.m. August 30, 2022. Description of Work: Constructing, commissioning, and delivering to the Port’s Navigation Division a new Dredge Tender. The tender’s primary mission will be towing dredge discharge pipeline strings, pushing barges, and towing barges in support of the Port’s dredging operations. Contractors, subcontractors, consultants, and suppliers are strongly encouraged to register through the Port’s online bidding system, which can be accessed at https://www.planetbids.com/portal/portal.cfm?CompanyID=15598. All firms can view current business opportunities. Registered firms may receive electronic notification of Port solicitations, and have access to view, download, or request copies of solicitations, addenda, and solicitation-holders lists. Questions shall be submitted electronically using the Q&A feature in the Port’s online bidding system. Registered firms may download the project manual and drawings through the Port’s online bidding system. Proposals may be rejected if not in compliance with specified procedures and requirements. Any or all proposals may be rejected if in the public interest to do so. This contract is funded in whole or in part by the U.S. Army Corps of Engineers (USACE). Consistent with FAR 52.219-8, it is the policy of the USACE and the Port that small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns shall have the maximum practicable opportunity to participate in performing Port contracts that are funded by the USACE. While there is no specific small business participation goal for this contract, the successful Proposer will be required to carry out this policy in the awarding of subcontracts to the fullest extent consistent with efficient contract performance, in accordance with Exhibit A, USACE Commercial Provisions. This contract also requires the successful Proposer to cooperate in any studies or surveys, as may be conducted by the U.S. Small Business Administration (SBA) or the Port, as may be necessary to determine the extent of the successful Proposer’s compliance with this requirement. In addition, the Port encourages all proposers to consider how they can help the Port achieve the Port’s overall Small Business Concern Participation target.
