NOTICE OF PUBLIC HEARINGS CITY OF FOREST GROVE FOREST GROVE TRANSPORTATION SYSTEM PLAN AMENDMENTS FILE NUMBER 311-22-000026-PLNG NOTICE IS HEREBY GIVEN that the Forest Grove Planning Commission will hold a Public Hearing on Monday, August 8, 2022, at 7:00 p.m. or thereafter, at the Community Auditorium, 1915 Main Street and via Zoom video conferencing, to consider legislative amendments to the Forest Grove Transportation System Plan affecting north-central Forest Grove. The City Council will hold Public Hearings on the Planning Commission’s recommendation on the amendments on Monday, August 22, 2022, and Monday, September 12, 2022, at 7:00 p.m. or thereafter, at the Community Auditorium and via Zoom video conferencing. The decision on this matter will be based on compliance with the following plans, goals, objectives and policies: o Oregon Statewide Planning Goal 9, Economic Development o Oregon Statewide Planning Goal 12, Transportation o Oregon Transportation Planning Rule, Oregon Administrative Rules Chapter 660-012-0060. o Forest Grove Transportation System Plan Goals and Policies o Forest Grove Comprehensive Plan Industrial and Employment Objective o Oregon Highway Plan Policy 1H, Access Management and Connections o Metro Regional Framework Plan o Metro Regional Transportation Functional Plan o Council Creek Regional Trail Master Plan o Tualatin Valley Scenic Bikeway All persons will be given reasonable opportunity to give testimony about this proposal responding to the review criteria above. If an issue is not raised in the hearing (by person or by letter) or if the issue is not explained in sufficient detail to allow the City Council to respond to the issue, then that issue cannot be used for an appeal to the Land Use Board of Appeals. If additional documents or evidence are provided in support of the application, any party shall be entitled to a continuance of the hearing. Unless there is a continuance, if a participant so requests before the conclusion of the initial evidentiary hearing, the record shall remain open for at least seven days after the hearing.
