CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO. CDCA-005-22 TRANSPORTATION SYSTEMS AMENDMENTS NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission at or shortly after 6:00 p.m., on Wednesday, August 24, 2022. This meeting will be held in person in the Shirley Huffman Auditorium at the Civic Center, 150 E Main Street, Hillsboro, AND remotely via Zoom. At the hearing, the City Council will consider amendments to the Hillsboro Community Development Code (CDC) related to transportation systems. The proposed code amendments would amend the applicability and thresholds for preparation of transportation studies Citywide and amend the acceptance threshold for volume-to-capacity ratio. The CDC may be viewed online at www.hillsboro-oregon.gov/our-city/departments/community-development/codes-stan dards or in the Planning Division office at the Hillsboro Civic Center, 150 East Main Street, Hillsboro, OR 97123. The procedures by which Minor Text Amendment are processed can be found in the CDC in Section 12.70.060 Type IV Procedure. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Written Testimony: If you would like to submit written testimony prior to the hearing, please send your testimony via email to planning@hillsboro-oregon.gov. Testimony received prior to 8:00 am on the day of the hearing will be posted to the agenda packet online. Testimony received after 8:00 am on the day of the hearing will be forwarded to the Planning Commission either before or during the meeting. Please note that the Planning Commission may have limited time to review any written testimony received after 8:00 am on the day of the public hearing. Please reference the case file no. on all written testimony. In-Person Testimony: You may testify in-person. At the hearing, the Officer will call for public testimony, at which time you may request to speak. You will have three minutes once called upon. Please use the sign in sheet at the back of the room to sign in to receive a copy of the notice of decision. Teleconference Testimony: You may pre-register to speak during the hearing by providing your name, phone number, address, and Zoom account name to via email at planning@hillsboro-oregon.gov prior to 5:00 pm on the day of the hearing. Your information will not be shared at the hearing. At the hearing, the Officer may read down the list of those who pre-registered. If you were unable to pre-register prior to the meeting, you may email planning@hillsboro-oregon.gov during the hearing to request to speak or use the raise hand function in Zoom. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 pm on the day of the hearing to planning@hillsboro-oregon.gov. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.797 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Telephone conversations cannot be accepted as testimony. General comments, requests and inquiries, not related to the hearing, can be emailed to planning@hillsboro-oregon.gov. Pursuant to ORS 197.797, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
