PUBLIC NOTICE NOTICE OF PUBLIC HEARING Marion County Board of Commissioners has proposed the following Substantial Amendment #2 to the Community Development Block Grant/HOME Investment Partnerships Programs Annual Action Plan (AAP) for the Program Year 2021-2022 cycle. Marion County intends to allocate funds for the HOME-ARP Plan in the following manner: On March 11, 2021 the American Rescue Plan was signed into law which included $5 Billion dollars in HOME-ARP Funding. As part of the law HUD allocated HOME-ARP fund to states, units of general local government, insular areas, and consortia of units of general local government. As such on April 8, 2021 HUD allocated the HOME-ARP funds to 651 grantees using the HOME formula established at 24 CFR 92.50. Per the requirements of the HOME-ARP Program, jurisdictions funded must develop a HOME-ARP Allocation Plan that meets the requirements established in Section V of Notice CPD 21-10 and submit it to HUD as a Substantial Amendment to the jurisdiction’s Fiscal Year 2021-2022 Annual Action Plan. In accordance with the Citizen Participation Plan, if there is an activity in the AAP that is cancelled, a new activity not described in the AAP is planned, the location of an activity described in the AAP is changed so that it is located in a different service area than originally described, the beneficiaries of an activity described in the AAP are changed so that the predominant group of beneficiaries is different from those which were described, the purpose or scope of work of an activity described in the AAP are changed in essential, important, or significant ways from those described as determined by the Board of Commissioners or the purpose or scope of the activity described in the AAP is changed such that the budget of the project is increased by at least $25,000 and more than 25% of the original activity budget. A public hearing will be held on September 21, 2022 at 9:30 a.m. in the Senator Hearing Room located at 555 Court Street NE, Salem OR. 97309. A thirty (30) day public comment period will begin August 20, 2022 and end on September 20, 2022. De acuerdo con el Plan de Participacin Ciudadana, si se cancela una actividad del PAA, se planifica una nueva actividad no descrita en el PAA, se cambia la ubicacin de una actividad descrita en el PAA para que se ubique en un rea de servicio diferente a la descrita originalmente, se cambian los beneficiarios de una actividad descrita en el PAA para que el grupo predominante de beneficiarios sea diferente a los que estaban descritos, la finalidad o el mbito de trabajo de una actividad descrita en el PAA se modifican de forma esencial, importante o significativa respecto a los descritos, segn determine la Junta de Comisarios, o la finalidad o el mbito de la actividad descrita en el PAA se modifican de forma que el presupuesto del proyecto se incrementa en al menos $25,000 dlares y ms del 25% del presupuesto original de la actividad. Se celebrar una audiencia pblica el 21 de septiembre de 2022 a las 9:30 a.m. en la Sala de Audiencias del Senador ubicada en 555 Court Street NE, Salem OR. 97309. Un perodo de treinta (30) das de comentarios pblicos comenzar el 20 de agosto de 2022 y terminar el 20 de septiembre de 2022.
