CITY OF MADRAS NOTICE OF RECEIPT OF BALLOT TITLE The following Ballot Title prepared by the City Attorney of the City of Madras was filed with the City Elections Official on August 17, 2022. Ballot Title: PROHIBITS PSILOCYBIN-RELATED BUSINESSES WITHIN CITY OF MADRAS Question: Shall City of Madras prohibit psilocybin-related businesses in the city? Summary: Psilocybin is the psychedelic drug found in certain mushrooms. State law allows operation and/or manufacture of certain licensed psilocybin services. State law provides that a city council may adopt an ordinance to be referred to the voters to prohibit (i.e., ban) the establishment and/or operation of psilocybin-related registered or licensed activities. City of Madras has adopted an ordinance to prohibit psilocybin-related businesses in the city, subject to voter approval. Approval of this measure would prohibit the establishment and/or operation of psilocybin manufacturers and/or service centers within any area subject to the city’s jurisdiction. The proposed ordinance is available for public inspection on the city’s website and at City Hall. The City Elections Official has determined that the measure meets the requirements of the Oregon Constitution Article IV, Section 1 (2)(d) and (5). The measure election will be held in the City of Madras on November 8, 2022. Any elector of the City of Madras who is dissatisfied with the ballot title may petition the Jefferson County Circuit Court to review the ballot title issued by the City Attorney. The deadline to file a petition is no later than the 7th business day after the ballot title is filed with the City Elections Official and/or an appeal to the council as set forth in Section 1.15.090(4) of Ordinance No. 901; therefore, the deadline is 5:00 p.m. on August 26, 2022.
