ANNOUNCEMENT AND SPECIAL INFORMATION Quoters are required to read, understand, and comply with all information contained within this Request for Quotes (RFQ). All quotes are binding upon Quoter for sixty (60) days from the Quote Due Date/Time. Quotes received after the Quote Due Date/Time may not be considered. If authorized in the RFQ and resulting contract, travel and other expense reimbursement will only be reimbursed in accordance with the Clackamas County Travel Reimbursement Policy in effect at the time the expense is incurred. Communication in violation of this restriction may result in rejection of a Quoter. 2. SCOPE The purpose of this RFQ is to provide prospective bidder with viable information regarding this project. The work is as follows: To redesign the existing roof structure. The roof history is that in July 2003 the single family residence was substantially renovated to become the more than 4,200 square foot facility. At that time part of the existing roof area was merged with a new roof area. The existing pitch ranges from 2/12 to 3/12 pitch. It’s current use is for transitional services for men back into society. The new roof pitch for the facility will need to be 5/12 or 6/12 pitch. The selected design firm will be required to specific all phases of this work: demolition of existing roofing materials, and permitting, as well as providing new permitted drawings and specifications for all new replacement roofing materials, such as chords, brackets, wood members, flashing, sheathing, residential architectural shingles, with a minimum 30 year product lifecycle, facia, gutters and downspouts. A truss company can be used to build the redesigned trusses, off site and delivered. A licensed contractor will be hired for installation and rebuilding all components of the new roof with updated pitch. Potential submitters, keep in mind, this is a U.S. Housing and Urban Development (HUD) project funded with Community Development Block Grant (CDBG) project. Professional Services via Architects and/ or Engineers are not subject to Prevailing Wage Determinations. However, Federal Prevailing Wage Rates (Davis-Bacon) and State of Oregon Prevailing Wage Rates (PWR), Bureau of Labor and Industry (BOLI) are for this project. The Contract will be subject to regulations of the federal Department of Labor (DOL) and Department of Housing and Urban Development (HUD). Key Dates: Project start date: Upon issuance of Notice to Proceed (NTP) (-tentative date October 2022) Substantially Completion: 30 Days from NTP (-tentative date, November 2022) Final Completion: 40 Days from NTP (-tentative date, January 2023) Note: These dates are to complete new roof design and have drawings to submit to Clackamas County Building Permits. The permitting process can take Clackamas County 6 to 10 weeks to process, therefore the review time is a separate timeline to get drawings approved for construction. The selected firm would be responsible for tracking the permit process through to completion. Budget: Project Estimate: $20,000 – $30,000 Dollars This price would include phases of site review, planning development, submission of drawings to Clackamas County Permits, and providing drawings and specifications to publicly bid the project. The selected firm would review and approve all work and pay applications, and submit to County staff for processing of pay applications to the selected General Contractor. Monitor the project during the start and complete of construction, as well as project close-out through final completion, to owner’s satisfaction. 3. SAMPLE CONTRACT Submission of a Quote in response to this RFQ indicates Quoter’s willingness to enter into a contract which can be found at: https://www.clackamas.us/finance/terms.html. No action or response to the sample contract is required under this RFQ.
