CITY OF LAKE OSWEGO RASSEKH PARK CONSTRUCTION Bids due: November 1, 2022 @ 2:00 PM INVITATION TO BID (AMENDED) WORK ORDER #307 Sealed Bids for Work Order #307, Rassekh Park Construction Project for the City of Lake Oswego, will be received by the City’s Project Manager Kyra Haggart at the Lake Oswego Parks Maintenance Building, 17601 Pilkington Rd, Lake Oswego, Oregon, 97034 until Bid Closing Time, 2:00 p.m. local time on Tuesday, November 1, 2022, and then will be publicly opened and read. Bids will not be accepted after the Bid Closing. Bidders must submit a Bid security to the City along with their Bid in an amount equal to ten percent (10%) of their Bid. SCOPE OF WORK: The work consists of development of Rassekh Park related to grading and addition of an artificial turf athletic field, playground, restrooms, pathways, picnic shelter, maintenance building, parking lot, and public street improvements. Project Substantial Completion shall be 240 days from Notice to Proceed and Project Final Completion shall be 30 days from Substantial Completion. The Contract Documents may be reviewed, examined, and copies obtained at the Lake Oswego Parks and Recreation Front Desk, 505 G Avenue, Lake Oswego, Oregon, 97034 between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, except legal holidays. Copies of the Contract Documents may be obtained: — By mail request to Lake Oswego Parks and Recreation Office above or telephone request (phone: 503.675.2549), upon payment of non-refundable fee of $35.00, and additional $10.00 to cover postage and handling. — At local Plan Centers; and — Online from the City Planholder’s website, by downloading the Contract Documents at www.ci.oswego.or.us/bids/. To download the Contract Documents, and to receive all notifications, addenda, and view the Planholder’s list, a person or company must create an account and add its individual name or company to the Planholder’s list at www.ci.oswego.or.us/bids/. All questions about the meaning or intent of the Bid Documents and requests for clarification or changes to the RFP shall be communicated on the City’s Bid Management System at www.ci.oswego.or.us/bids/. The City will investigate and determine the qualifications of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. The Contract will be for a Public Works/Public Improvement project subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870. Because the City’s estimate of contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time, on the date for receipt of Bids. A Mandatory Pre-Bid Meeting will be held at 1:00 PM local time on Monday, October 17 2022 at the Lake Oswego Maintenance Center, 17601 Pilkington Rd, in the Willow Room. A project site tour will be conducted following the meeting. Bids will be accepted only from Bidders attending the Mandatory Pre-Bid Meeting. If a Bid is submitted by a Bidder having not attended the Mandatory Pre-Bid Meeting, it will not be accepted and will be returned unopened.
