The Appellants challenge the Planning Commission’s findings and evidence relating to Oregon Revised Statutes 215.446 and Oregon Administrative Rules Chapter 635, Division 415, which implements ORS 496.012. Specifically, the Appellants have asserted inadequacies of the Applicant’s habitat assessment and proposed mitigation plan.
