CITY OF HILLSBORO NOTICE OF PUBLIC HEARINGS CASE FILE NOS. AN-004-22 & ZC-005-22 QTS NORTH NOTICE IS HEREBY GIVEN that Two public hearings will be held before the City Council at or shortly after 7:00 pm, at their regular meeting on Tuesday, November 15, 2022. This meeting will be held in person in Conference Room 113 located on the 1st floor at the Civic Center, 150 E Main Street, Hillsboro, AND remotely via Zoom. The City Council will consider a request for annexation of 11 tax lots totaling approximately 50 acres in size into the City limits of Hillsboro and a City-initiated Zone Change on the subject site upon annexation. The purpose of the annexation is to facilitate future industrial development and would include annexation into the City and the Clean Water Services District and withdrawal from the Tualatin Valley Fire and Rescue Service District. The Planning Commission initiated the Zone Change at their regular meeting on October 26, 2022, recommending the City Council to apply the I-S Industrial Sanctuary base zone with associated Regulatory Floodplain Overlay (RFO) upon annexation which are part of the official Zoning Map and are applied through City Council ordinances under procedures that are similar to those for base zones. The subject properties are located at 5707, 5715, 5877, 6115 NE Schaaf Street and 5820, 5910, 6040, 6220, 6350 NE Pubols Street. New addresses will be assigned following development. The properties can be specifically identified as Tax Lots 206, 208, 209, 211, 212, 214, 215, 216, 217, 219 and 401 on Washington County Assessor’s Tax Map 1N2-15 and are generally located north of NE Schaaf Street, south of NE Pubols Street, east of NW Helvetia Road and west of NE Century Boulevard. The property owners are QTS Hillsboro II, LLC and Donald W. Hamburg Revocable Trust, represented by Laney Marinich, QTS Hillsboro II, LLC. The applicable criteria for an Annexation are listed in Metro Code Chapters 3.09.045 and 3.09.050 and Section 12.80.010 of the CDC. The applicable criteria for a Zone Change are listed in CDC Section 12.80.160. The CDC may be viewed online at development code or in the Planning Division office. The complete application, staff report, and responses to all related criteria for the Annexation and Zone Change applications will be available at tal/ by Thursday, November 10. 2022. Prior to being posted on the City’s website, the City Council staff report for the Annexation will be available after 4:00 pm on Monday, October 31, 2022 and the staff report for the Zone Change will be available after 4:00 pm on Tuesday, November 8, 2022.
