Nature of Hearing The City Council will hold a public hearing to discuss and adopt changes to the City’s fees and charges, including proposed increases to utility user charges, Resolution 22-29. All fees go into effect on January 1, 2023 with the new calendar year, except for the utilities. Those new fees for services go into effect as of July 1, 2023, the first day of the new fiscal year. Many fees charged by the City are set to recover either all or part of the costs to provide the service, to remain affordable and to be competitive with similar services in the City or neighboring jurisdictions. Every year departments review their fees and modify them where deemed necessary, and often modify them by a cost index. Increases are proposed for a variety of department-based fees.
